【摘要】：新型城鎮(zhèn)化的建設(shè)是我國(guó)未來一段時(shí)期重要的發(fā)展戰(zhàn)略,關(guān)于它的研究成為學(xué)術(shù)熱點(diǎn)問題。新型城鎮(zhèn)化的建設(shè)不僅僅是促進(jìn)我國(guó)經(jīng)濟(jì)的進(jìn)一步發(fā)展,更重要的是讓人們能擁有更好的居住環(huán)境、更公平的社會(huì)保障、更完善的公共服務(wù)、更優(yōu)秀的文化、更優(yōu)美的生態(tài)環(huán)境。新型城鎮(zhèn)化的建設(shè)是一項(xiàng)巨大而且復(fù)雜的工程,這就需要我們站在全面、系統(tǒng)的角度進(jìn)行深入的思考與分析。按照系統(tǒng)科學(xué)理論中的“任何事物都可以看成系統(tǒng)”的基本命題,文章把新型城鎮(zhèn)化建設(shè)看成一個(gè)系統(tǒng),并利用陳潮填教授提出的系統(tǒng)思維模式與方法,結(jié)合系統(tǒng)學(xué)原理和復(fù)雜系統(tǒng)理論,對(duì)新型城鎮(zhèn)化的概念、新型城鎮(zhèn)化建設(shè)系統(tǒng)的內(nèi)涵體系和新型城鎮(zhèn)化建設(shè)系統(tǒng)的復(fù)雜性等主要內(nèi)容展開研究,以期為人們分析和研究新型城鎮(zhèn)化問題提供一些基礎(chǔ)理論。首先,文章回顧了“新型城鎮(zhèn)化”概念提出的歷史過程,并結(jié)合系統(tǒng)學(xué)原理提出新型城鎮(zhèn)化的概念應(yīng)體現(xiàn)從遷徙城鎮(zhèn)化變?yōu)榫偷鼐徒擎?zhèn)化,從居住城鎮(zhèn)化變?yōu)榫幼�、生活、就業(yè)、文化等多方位城鎮(zhèn)化,從工業(yè)化、機(jī)械化為牽引變?yōu)闄C(jī)械化、生態(tài)化、信息化為牽引等內(nèi)涵。其次,文章界定了新型城鎮(zhèn)化建設(shè)系統(tǒng)的要素、目的、目標(biāo)、功能、環(huán)境和制約因素,然后以產(chǎn)業(yè)布局、城鎮(zhèn)建設(shè)、公共服務(wù)、社會(huì)管理、生態(tài)環(huán)境、文化支持等作為子系統(tǒng)構(gòu)建新型城鎮(zhèn)化建設(shè)系統(tǒng)內(nèi)涵的結(jié)構(gòu)模型,并運(yùn)用AHP法對(duì)六大子系統(tǒng)進(jìn)行權(quán)重層次劃分,接著描述新型城鎮(zhèn)化建設(shè)系統(tǒng)的數(shù)學(xué)模型,最后整體上構(gòu)建了新型城鎮(zhèn)化建設(shè)系統(tǒng)的邏輯模型,就系統(tǒng)的整體設(shè)計(jì)思路和步驟展開初步探索,以期能為新型城鎮(zhèn)化的建設(shè)提供一個(gè)清晰的設(shè)計(jì)架構(gòu)和思考路徑。再次,根據(jù)新型城鎮(zhèn)化的概念和新型城鎮(zhèn)化建設(shè)系統(tǒng)的內(nèi)涵體系,從復(fù)雜系統(tǒng)的角度,闡述了新型城鎮(zhèn)化建設(shè)系統(tǒng)的復(fù)雜性主要表現(xiàn)在結(jié)構(gòu)復(fù)雜、關(guān)系復(fù)雜、行為復(fù)雜、評(píng)價(jià)復(fù)雜和建模復(fù)雜等方面。并且分析了系統(tǒng)包含整體性、層次性、開放性、動(dòng)態(tài)性、穩(wěn)定性、環(huán)境適應(yīng)性、自組織性等在內(nèi)的復(fù)雜系統(tǒng)特性。并根據(jù)復(fù)雜系統(tǒng)理論,從人的復(fù)雜性、系統(tǒng)規(guī)模和系統(tǒng)結(jié)構(gòu)的影響、非線性相互作用、系統(tǒng)開放等幾個(gè)方面探討新型城鎮(zhèn)化建設(shè)系統(tǒng)復(fù)雜性產(chǎn)生的機(jī)理。
[Abstract]:The construction of new urbanization is an important development strategy in the future in China. The construction of a new type of urbanization is not only to promote the further development of our economy, but also to enable people to have a better living environment, a fairer social security, a better public service and a better culture. A more beautiful ecological environment. The construction of new type urbanization is a huge and complex project, which requires us to think deeply and analyze from a comprehensive and systematic perspective. According to the basic proposition that "anything can be regarded as a system" in the theory of systems science, this paper regards the construction of new urbanization as a system, and makes use of the systematic thinking mode and method put forward by Professor Chen Chao-fill. Based on the systematics principle and the complex system theory, the concept of the new urbanization, the connotation system of the new urbanization construction system and the complexity of the new urbanization construction system are studied. In order to provide some basic theory for people to analyze and study the new urbanization problem. First of all, the paper reviews the historical process of the concept of "new urbanization", and proposes that the concept of new type urbanization should be reflected from migration and urbanization to local urbanization, from residential urbanization to living and living. Employment, culture, and other aspects of urbanization, from industrialization, mechanization for traction to mechanization, ecological, information for traction and other connotations. Secondly, the article defines the elements, objectives, functions, environment and constraints of the new urbanization construction system, and then takes the industrial layout, urban construction, public services, social management, ecological environment, Cultural support is used as a subsystem to construct the structural model of the connotation of the new urbanization construction system, and the AHP method is used to divide the weight levels of the six subsystems, and then the mathematical model of the new urbanization construction system is described. Finally, the logical model of the new urbanization construction system is constructed, and the overall design ideas and steps of the system are explored, in order to provide a clear design framework and thinking path for the new urbanization construction. Thirdly, according to the concept of the new urbanization and the connotation system of the new urbanization construction system, from the angle of complex system, the complexity of the new urbanization construction system is mainly manifested in the complexity of the structure, the relationship is complex, the behavior is complex. Complex evaluation and complex modeling. And the complex system characteristics including integrity, hierarchy, openness, dynamic, stability, environmental adaptability, self-organization and so on are analyzed. According to the complex system theory, the mechanism of the complexity of the new urbanization construction system is discussed from the aspects of human complexity, the influence of system size and system structure, nonlinear interaction, system opening, and so on.
