【摘要】：近年來,中國城鎮(zhèn)化快速發(fā)展,人口流動規(guī)模不斷上升。然而區(qū)域自然資源和社會環(huán)境承載力不足、人口過度密集、交通、教育、醫(yī)療資源有限等問題逐漸暴露出來。大城市的人口壓力客觀上要求轉變現(xiàn)有人口流動趨勢。而就近城鎮(zhèn)化意味著讓農(nóng)民進入到與本土毗鄰的城鎮(zhèn),既能避免因背井離鄉(xiāng)而產(chǎn)生思鄉(xiāng)之苦,又能使他們有業(yè)可就,無疑是緩解“大城市病”、促進區(qū)域平衡發(fā)展的有效途徑。本文以江西省為研究區(qū)域,在現(xiàn)有文獻和研究的基礎上,對就近城鎮(zhèn)化的內(nèi)涵進行了梳理,并回顧了人口遷移理論、二元經(jīng)濟結構理論、城市經(jīng)濟基礎理論和城鄉(xiāng)關系理論。對國內(nèi)外城鎮(zhèn)化發(fā)展歷程進行了回顧和分析。通過對江西省六個地級市典型地區(qū)的農(nóng)民進行問卷調查,探討了農(nóng)民遷移的意愿及江西省就近城鎮(zhèn)化基本格局。在借鑒國內(nèi)外城鎮(zhèn)化發(fā)展經(jīng)驗的基礎之上,綜合考慮了江西省就近城鎮(zhèn)化的影響因素以及各地級市的經(jīng)濟基本活動,從比較優(yōu)勢的角度把就近城鎮(zhèn)化模式劃分為能源礦產(chǎn)型、旅游資源型、現(xiàn)代農(nóng)業(yè)型、工業(yè)推動型和第三產(chǎn)業(yè)發(fā)展型,為江西省就近城鎮(zhèn)化的發(fā)展提供選擇。最后,筆者對江西省就近城鎮(zhèn)化的實現(xiàn)路徑提出了四點建議:一是要將政府引導和市場主導作用相結合;二是發(fā)揮多元主體的力量;三是促進各系統(tǒng)的協(xié)調發(fā)展;四是建立先行示范區(qū),再將實踐經(jīng)驗在全省范圍內(nèi)進行推廣。
[Abstract]:In recent years, China's urbanization has developed rapidly and the scale of population mobility has been rising. However, the regional natural resources and social environmental carrying capacity are insufficient, population density, transportation, education, medical resources and other problems are gradually exposed. The population pressure in big cities objectively requires changing the current trend of population mobility. The urbanization in the vicinity means that the peasants can enter the towns adjacent to the native land, which can not only avoid the hardship of homesickness caused by leaving their homes, but also enable them to have jobs, which is undoubtedly an effective way to alleviate the "disease of the big city" and to promote the balanced development of the region. Based on the existing literature and research, this paper reviews the connotation of urbanization in Jiangxi Province, and reviews the theory of population migration, the theory of dual economic structure, the basic theory of urban economy and the theory of urban-rural relationship. The development course of urbanization at home and abroad is reviewed and analyzed. Based on a questionnaire survey of farmers in six prefecture-level cities in Jiangxi Province, this paper discusses the willingness of peasants to migrate and the basic pattern of urbanization in Jiangxi Province. Based on the experience of urbanization development at home and abroad, this paper synthetically considers the influencing factors of urbanization in Jiangxi Province and the basic economic activities of each prefecture-level city, and divides the nearest urbanization model into energy mineral type from the perspective of comparative advantage. Tourism resource type, modern agriculture type, industrial push type and tertiary industry development type provide the choice for the development of urbanization in Jiangxi province. Finally, the author puts forward four suggestions to realize the nearby urbanization in Jiangxi province: first, to combine the government guidance with the market leading role; second, to give full play to the power of multiple subjects; third, to promote the coordinated development of various systems; Fourth, the establishment of pilot areas, and then the practical experience in the province-wide promotion.
