【摘要】：基于生態(tài)治理利益相關(guān)者的多元化和區(qū)域性環(huán)境問題的"脫域化"特征,海西城市群生態(tài)環(huán)境一體化建設(shè)要以協(xié)同發(fā)展為契機(jī),從區(qū)域多元主體協(xié)同治理和區(qū)域府際協(xié)同治理兩大路徑入手,統(tǒng)籌解決生態(tài)環(huán)保和資源利用的區(qū)域外部性問題。海西城市群應(yīng)積極探索區(qū)域生態(tài)環(huán)境保護(hù)的新體制、新機(jī)制、新政策、新模式,通過建立區(qū)域環(huán)境污染聯(lián)防聯(lián)控機(jī)制、嚴(yán)格資源環(huán)境生態(tài)紅線管控制度、健全多維長效跨域生態(tài)補(bǔ)償機(jī)制、推廣生態(tài)環(huán)境治理市場(chǎng)化機(jī)制、推進(jìn)環(huán)境基礎(chǔ)設(shè)施共建共享機(jī)制、完善政績考核評(píng)價(jià)與責(zé)任追究制度,盡快建立統(tǒng)一的資源環(huán)境管理制度和共保共育的生態(tài)安全體系,形成區(qū)域協(xié)同的生態(tài)環(huán)境空間格局。
[Abstract]:Based on the diversity of stakeholders in ecological governance and the "de-regionalization" of regional environmental problems, the construction of ecological and environmental integration in Hercynian urban agglomeration should take the opportunity of coordinated development. Based on the two approaches of regional multi-agent cooperative governance and regional inter-governmental cooperative governance, the regional externalities of ecological environmental protection and resource utilization are solved as a whole. The Hercynian urban agglomeration should actively explore the new system, new mechanism, new policy and new mode of regional ecological environment protection. By establishing the joint control mechanism of regional environmental pollution, we should strictly control and control the ecological red line of resources and environment. We will improve the multi-dimensional, long-term, and cross-regional ecological compensation mechanism, promote the market-oriented mechanism for ecological environment management, promote the co-construction and sharing mechanism of environmental infrastructure, and improve the system of performance assessment and accountability. The unified management system of resources and environment and the ecological security system of co-culture should be established as soon as possible to form a spatial pattern of regional ecological environment.
