【摘要】：隨著我國(guó)城市發(fā)展步伐的加快、城市二元結(jié)構(gòu)和地方政府相關(guān)政策扭曲,以及城市建設(shè)規(guī)劃的滯后,“城中村"現(xiàn)象逐漸凸現(xiàn)出來,成為影響城市和諧發(fā)展、跨越發(fā)展和功能提升的突出問題,如何平穩(wěn)有序推進(jìn)城中村改造成為學(xué)術(shù)界和政府部門高度關(guān)注的問題。昆明市有336個(gè)城中村,蘊(yùn)藏著巨大的安全隱患,極大地威脅著居民的生命財(cái)產(chǎn)安全,成為昆明區(qū)域性國(guó)際城市和世界知名旅游城市建設(shè)的嚴(yán)重障礙。本文利用博弈分析方法以及比較研究方法對(duì)昆明市城中村改造模式的選擇和政策優(yōu)化方向進(jìn)行了專門研究,具有一定的理論價(jià)值和較強(qiáng)的實(shí)踐意義。本文首先分析了研究的背景,提出研究的目的和意義,總結(jié)了國(guó)內(nèi)外研究現(xiàn)狀,提出本文的研究方法并設(shè)計(jì)研究?jī)?nèi)容框架。本文的第二章對(duì)昆明城中村現(xiàn)狀、成因、城中村改造的成效和存在的問題進(jìn)行了系統(tǒng)分析,認(rèn)為通過城中村改造,昆明城市品質(zhì)得到提升、城市功能不斷優(yōu)化、群眾得到真正實(shí)惠,成效顯著,經(jīng)驗(yàn)較豐富,但是還存在利益沖突嚴(yán)重、補(bǔ)償政策不完善、工作機(jī)構(gòu)較薄弱等問題,嚴(yán)重影響了昆明城中村改造的順利推進(jìn)。第三章是本文的核心內(nèi)容,運(yùn)用博弈分析方法,建立了政府、開發(fā)商、村民三方博弈的分析框架,通過利益博弈的均衡分析,本文研究發(fā)現(xiàn)有四種城中村改造模式可供昆明選擇：第一種是得到村民支持沒有開發(fā)商介入的政府主導(dǎo)的改造模式；第二種是政府、開發(fā)商和村民共同參與但由開發(fā)商主導(dǎo)的改造模式；第三種是政府不參與,開發(fā)商不介入的村民自主改造模式；第四種是政府不介入由開發(fā)商和村民聯(lián)合實(shí)施的村民參與式改造模式。四種模式各有利弊,本文根據(jù)四種模式詳細(xì)對(duì)比分析,認(rèn)為第一種和第二種城中村改造模式比較適合昆明。接下來第四章也是本文的核心內(nèi)容,通過對(duì)國(guó)內(nèi)外典型的城中村改造模式案例分析,提煉出其中值得昆明借鑒的經(jīng)驗(yàn),為昆明市優(yōu)化城中村改造的政策和模式設(shè)計(jì)提供啟示。本文第五章根據(jù)理論分析、案例比較和經(jīng)驗(yàn)總結(jié)的結(jié)論,分別從政府、開發(fā)商和村民三個(gè)視角提出了完善昆明城中村改造模式的政策建議。
[Abstract]:With the acceleration of the pace of urban development in China, the distortion of urban dual structure and local government policies, and the lagging of urban construction planning, the phenomenon of "villages in cities" has gradually emerged, which has become an impact on the harmonious development of cities. The prominent problem of leapfrogging development and function upgrading, how to smoothly and orderly promote the transformation of villages in cities has become a highly concerned issue in academia and government departments. There are 336 villages in Kunming, which contain huge hidden dangers of safety, threaten the safety of residents' lives and property, and become a serious obstacle to the construction of Kunming's regional international cities and world-famous tourist cities. This paper makes a special study on the choice of urban village reconstruction mode and the direction of policy optimization by using game analysis method and comparative research method, which has certain theoretical value and strong practical significance. Firstly, this paper analyzes the background of the research, puts forward the purpose and significance of the research, summarizes the current research situation at home and abroad, puts forward the research methods and designs the research content framework. In the second chapter, the author analyzes the status quo, cause of formation, the effect and existing problems of urban village reconstruction in Kunming. It is concluded that the quality of Kunming city is improved and the function of the city is constantly optimized through the transformation of the village in the city. The masses have got real benefits, remarkable results and rich experience, but there are still some problems such as serious conflict of interest, imperfect compensation policy and weak working organization, which have seriously affected the smooth progress of the transformation of the village in Kunming. The third chapter is the core content of this paper, using the game analysis method, set up the government, developers, villagers tripartite game analysis framework, through the benefit game equilibrium analysis. In this paper, we find that there are four types of urban village transformation models for Kunming to choose from: the first is the government-led transformation model supported by villagers without the involvement of developers, and the second is the government. The third is the independent transformation mode in which the government does not participate and the developer does not intervene. The fourth is that the government does not intervene in the joint implementation of the developers and villagers participatory transformation model. The four models have their own advantages and disadvantages. According to the detailed comparison and analysis of the four models, the first and the second urban village reconstruction models are more suitable for Kunming. The fourth chapter is also the core content of this paper, through the domestic and foreign typical urban village transformation model case analysis, abstracts the experience which the Kunming should draw lessons from, provides the enlightenment for Kunming to optimize the city village transformation policy and the pattern design. In the fifth chapter, according to the theoretical analysis, the case comparison and the conclusion of the experience, the author puts forward the policy suggestions to perfect the transformation mode of Kunming city village from three angles of view: the government, the developer and the villager.
