保障性住房PPP模式下社會資本投資決策研究

【摘要】:首先圍繞社會資本參與保障房投資預(yù)期收益不少于其參與商品房投資預(yù)期收益這一命題,針對產(chǎn)權(quán)型保障房和租賃型保障房,分別構(gòu)建了不同情形下社會資本投資決策模型;隨后以實際案例對構(gòu)建的決策模型進行了應(yīng)用研究;最后從建立科學(xué)的政府財政投入長效機制、設(shè)計合理的風(fēng)險分擔(dān)機制和盤活住房公積金等方面給出了吸引社會資本參與保障房投資的政策建議。
[Abstract]:Firstly, focusing on the proposition that the expected income of social capital participating in indemnificatory apartment's investment is not less than that of indemnificatory apartment's participation in commercial housing investment, this paper sets up the decision models of social capital investment under different circumstances, aiming at the property right indemnificatory apartment and the leasehold indemnificatory apartment. Then, the paper makes an application study on the decision model with practical cases, and finally, from the establishment of a scientific long-term mechanism of government financial investment, Some suggestions on attracting social capital to participate in indemnificatory apartment's investment are given in the aspects of designing reasonable risk sharing mechanism and activating housing accumulation fund.
