【摘要】：就業(yè)是各國政府宏觀經(jīng)濟(jì)政策調(diào)控的首要目標(biāo),是民生之本;高質(zhì)量就業(yè)則是人類社會進(jìn)步和勞動者追求的終極目標(biāo)。在前人研究的基礎(chǔ)上,我們以高質(zhì)量就業(yè)所應(yīng)該包含的本質(zhì)含義——邊際產(chǎn)出和邊際報酬為主線,從邊際產(chǎn)出的維度論證了二十年來我國整體就業(yè)質(zhì)量偏低,主要體現(xiàn)在農(nóng)村就業(yè)質(zhì)量為負(fù);從邊際報酬的維度基本證實了農(nóng)村就業(yè)質(zhì)量為負(fù)的關(guān)鍵原因在于三維金融架構(gòu)中的政策性金融、農(nóng)村合作性金融和商業(yè)性金融對就業(yè)質(zhì)量產(chǎn)生了方向相反、功能分化的作用和影響。并提出了實現(xiàn)我國高質(zhì)量就業(yè)關(guān)鍵在于重新審視農(nóng)村剩余勞動力轉(zhuǎn)移命題,以及由三維金融功能分化到功能統(tǒng)一的先行回歸模式等建議。
[Abstract]:Employment is the primary goal of macroeconomic policy regulation and control of the governments of various countries and the foundation of people's livelihood, while high quality employment is the ultimate goal of the progress of human society and the pursuit of workers. On the basis of previous studies, we take the essential meaning of high quality employment-marginal output and marginal reward as the main line, from the dimension of marginal output to demonstrate that the overall quality of employment in China has been on the low side in the past 20 years. Mainly reflected in the negative quality of rural employment, from the perspective of marginal remuneration, the key reason for the negative quality of rural employment is the policy finance in the three-dimensional financial framework. Rural cooperative finance and commercial finance have opposite direction to employment quality and function differentiation. The key to achieve high quality employment in China is to re-examine the proposition of the transfer of rural surplus labor force, as well as the first regression model, which differentiates from three-dimensional financial function to unified function, and so on.
