【摘要】：中國經(jīng)濟(jì)自改革開放以來飛速發(fā)展,取得了令世人矚目的輝煌成就,無論是經(jīng)濟(jì)總量還是人均收入都有了很大程度的提高。進(jìn)入21世紀(jì),國內(nèi)生產(chǎn)總值更是以連年超過10%的速度在持續(xù)增長,即便是在世界經(jīng)濟(jì)發(fā)生深刻轉(zhuǎn)型的2013年,我國GDP仍比上年增長了7.7%,目前,中國已成為世界第二大經(jīng)濟(jì)體。國家經(jīng)濟(jì)快速發(fā)展,城市成為最直接的受益者。目前我國已有40余個城市進(jìn)入到世界發(fā)達(dá)城市之列。然而,與城市的蓬勃發(fā)展相比,我國廣大農(nóng)村地區(qū)仍然發(fā)展緩慢,生產(chǎn)效率低下、農(nóng)業(yè)產(chǎn)出小、地區(qū)之間經(jīng)濟(jì)發(fā)展不平衡。農(nóng)村經(jīng)濟(jì)的發(fā)展的基石在于農(nóng)村基礎(chǔ)設(shè)施的建設(shè),農(nóng)村基礎(chǔ)設(shè)施的建設(shè),很大程度上取決于資金是否充足。因此,農(nóng)村基礎(chǔ)設(shè)施建設(shè)的融資問題,關(guān)系到基礎(chǔ)設(shè)施建設(shè)能否順利進(jìn)行,進(jìn)一步關(guān)系到農(nóng)村經(jīng)濟(jì)的健康發(fā)展,十分重要。目前中國農(nóng)村基礎(chǔ)設(shè)施融資難,在于作為投資主體的政府資金供給不足,而由商業(yè)銀行、民間資本、國外資本等組織構(gòu)成的資金來源補(bǔ)充體發(fā)揮不到位。究其原因,中央財政資金的投向大部分向城市建設(shè)傾斜,而地方政府又因各地經(jīng)濟(jì)發(fā)展水平不同導(dǎo)致地區(qū)間農(nóng)村基礎(chǔ)設(shè)施投入的不平衡,商業(yè)銀行為了追求利潤、控制風(fēng)險而嚴(yán)格把關(guān)信貸擔(dān)保條件,民間資本又受投資能力和項目經(jīng)驗的限制難以發(fā)揮巨大作用,等等一系列的因素都阻礙了農(nóng)村基礎(chǔ)設(shè)施融入資金。本文通過分析農(nóng)村基礎(chǔ)設(shè)施的建設(shè)和融資現(xiàn)狀,結(jié)合實(shí)證分析,從政策基礎(chǔ)、融資體系、項目管控等幾個方面,對改善農(nóng)村基礎(chǔ)設(shè)施融資狀況提出了建議。本文分為五個部分。第一部分為緒論,主要介紹論文的研究背景及意義,國內(nèi)外研究述評,研究方法和技術(shù)路線。第二部分介紹了相關(guān)理論基礎(chǔ)與概念綜述,以公共物品理論和項目融資理論作為理論基礎(chǔ),界定了農(nóng)村基礎(chǔ)設(shè)施的概念、特征與分類。第三部分引入了國際經(jīng)驗,總結(jié)歸納出美、日、韓等三國在農(nóng)村基礎(chǔ)設(shè)施融資方面的成功經(jīng)驗,希望對我國基礎(chǔ)設(shè)施建設(shè)有所啟示。第四部分是現(xiàn)狀介紹和實(shí)證分析,對我國基礎(chǔ)設(shè)施的建設(shè)現(xiàn)狀和融資現(xiàn)狀分別展開分析,并且利用計量經(jīng)濟(jì)學(xué)模型對各類基礎(chǔ)設(shè)施投入與經(jīng)濟(jì)發(fā)展之間的關(guān)系做出測算。第五部分提出相關(guān)對策建議,從政策、融資體系、管控等方面提出適合于我國農(nóng)村基礎(chǔ)設(shè)施融資的建議。
[Abstract]:China's economy has developed rapidly since the reform and opening up, and has made remarkable achievements, both in terms of economic aggregate and per capita income. In the 21st century, the gross domestic product (GDP) continues to grow at a rate of more than 10%. Even in 2013, when the world economy is undergoing profound transformation, China's GDP has increased by 7.7% compared with the previous year. At present, China has become the second largest economy in the world. With the rapid economic development of the country, the city becomes the most direct beneficiary. At present, more than 40 cities in China have entered the list of developed cities in the world. However, compared with the vigorous development of cities, the vast rural areas of our country are still developing slowly, the production efficiency is low, the agricultural output is small, and the economic development between regions is not balanced. The cornerstone of rural economic development lies in the construction of rural infrastructure, which largely depends on the adequacy of funds. Therefore, the financing of rural infrastructure construction is of great importance to the smooth development of rural infrastructure construction and the healthy development of rural economy. At present, the difficulty of financing rural infrastructure in China lies in the insufficient supply of government funds as the main body of investment, but the supplement of capital sources composed of commercial banks, private capital, foreign capital and so on. The reason is that most of the central financial funds are directed towards urban construction, and the local governments, due to the different levels of economic development in various places, cause the imbalance of investment in rural infrastructure between regions. In order to pursue profits, commercial banks, A series of factors such as controlling risk and strictly controlling credit guarantee condition, private capital being restricted by investment ability and project experience are difficult to play a great role, and a series of factors have hindered rural infrastructure integration funds. By analyzing the present situation of rural infrastructure construction and financing, combining with empirical analysis, this paper puts forward some suggestions to improve the financing situation of rural infrastructure from the aspects of policy basis, financing system, project management and control and so on. This paper is divided into five parts. The first part is the introduction, mainly introduces the research background and significance, the domestic and foreign research review, the research method and the technical route. The second part introduces the related theoretical basis and concept review, with the public goods theory and project financing theory as the theoretical basis, defines the concept, characteristics and classification of rural infrastructure. The third part introduces the international experience and summarizes the successful experiences of America, Japan, Korea and other countries in rural infrastructure financing, hoping to enlighten our country's infrastructure construction. The fourth part is the introduction of the current situation and empirical analysis, the construction of infrastructure in China and the financing situation of the analysis, and the use of econometric model to measure the relationship between various types of infrastructure investment and economic development. The fifth part puts forward the relevant countermeasures and suggestions from the aspects of policy, financing system, control and so on, which are suitable for the financing of rural infrastructure in China.
