寧夏合同能源管理項目風險防范分析

【摘要】:合同能源管理(EPC——Energy Performance Contracting)是一種新型的市場化節(jié)能機制。其實質就是用在運營過程中使用未來的節(jié)能效益支付項目中的成本產(chǎn)生的能源費用。節(jié)能服務機構使用不同于以往的投資模式,即通過幫助用戶使用未來的節(jié)能效益為工廠和設備升級,以及降低目前的運行成本。能源管理合同在實施節(jié)能項目投資的企業(yè)(用戶)與專門的盈利性能源管理公司之間簽訂,它有助于推動節(jié)能項目的開展。目前的合同能源管理服務還處在初級階段,作為合同能源的運作公司在市場中的生存環(huán)境也處于非常艱難的境地,因為合同能源運作機構面對著年代問題、思想問題、不完善的體制和不權威的中介,有時還需面對信用問題。與國外的國情、市場、體制不同等原因,都造成了合同能源管理在開展過程中面臨著不同程度的風險。合同能源成功的關鍵是在開展過程中,客戶和服務公司都能夠受益,雙方都能夠分享節(jié)能效益的前提是制定合理的效益分享原則,而合理的效益分享模型建立有賴于對合同能源管理項目風險的正確識別。風險可以量化,當然合同能源管理在運作過程中的風險也能量化。但是目前大多數(shù)節(jié)能服務公司基本上還是在依靠經(jīng)驗進行管理。本文以寧夏合同能源風險評估為主線,分析了目前合同能源的現(xiàn)狀和前景,以及具體的實施細則,通過對業(yè)務流程的分析,按照選擇風險識別-建立WBS分解-刻畫風險評價指標體系-制定合同能源管理風險防范保證措施這一過程,給出了我國目前經(jīng)濟環(huán)境和行政體制下實行合同能源管理項目的一種風險評價的方法和手段,借以實現(xiàn)合同能源管理的風險、風險識別以及規(guī)避風險的方法。
[Abstract]:Contract energy management (EPC--Energy Performance Contracting) is a new market-oriented energy saving mechanism. Its essence is to use the future energy efficiency to pay the energy cost in the project. Energy-efficient services use a different investment model than before, by helping users use future energy efficiency to upgrade factories and equipment and reduce current operating costs. Energy management contracts are signed between enterprises (users) that invest in energy conservation projects and specialized profit-making energy management companies, which help to promote energy conservation projects. At present, the contractual energy management services are still in the initial stage. As the operating companies of contract energy, the living environment in the market is also very difficult, because the contractual energy operation organizations are facing the problems of the years and thinking. Imperfect systems and unauthoritative intermediaries sometimes have to face credit problems. Different reasons from the situation, market and system of foreign countries cause the contract energy management to face different risks in the process of carrying out the contract energy management. The key to the success of contract energy is that both customers and service companies can benefit from the process, and the premise for both parties to share the benefits of energy conservation is to develop reasonable benefit-sharing principles. The establishment of a reasonable benefit sharing model depends on the correct identification of the risk of the contract energy management project. Risk can be quantified, of course, contract energy management in the operational process of risk can be quantified. But at present most energy-saving service companies are basically relying on experience to manage. This paper takes Ningxia contract energy risk assessment as the main line, analyzes the current situation and prospects of contract energy, and the specific implementation rules, through the analysis of business processes, According to the process of selecting risk identification, establishing WBS decomposition-depicting risk evaluation index system and formulating risk prevention and assurance measures for contract energy management, This paper presents a method and means to evaluate the risk of the contract energy management project under the current economic environment and administrative system of our country, so as to realize the risk, risk identification and the method of avoiding the risk of the contract energy management.
