昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局優(yōu)化研究

【摘要】:土地作為一種稀缺自然資源與社會(huì)資源,對(duì)人類是至關(guān)重要的。我國人多地少,土地后備資源嚴(yán)重不足,加之城市化進(jìn)程的加快,建設(shè)用地的需求量也急劇增加,與此同時(shí)人口在逐年增加,這對(duì)原本稀缺的土地資源造成嚴(yán)峻的挑戰(zhàn)。本文在城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局優(yōu)化的國內(nèi)外研究基礎(chǔ)之上,分析了1996-2013年昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局情況,并發(fā)現(xiàn)了昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局存在的問題。針對(duì)昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局存在的問題,文中運(yùn)用驅(qū)動(dòng)力模型預(yù)測(cè)法、定額指標(biāo)法和項(xiàng)目用地預(yù)測(cè)法分析了昌吉市城鄉(xiāng)建設(shè)用地的結(jié)構(gòu)調(diào)整的方向及分布情況;運(yùn)用土地適宜性評(píng)價(jià)法對(duì)昌吉市城鄉(xiāng)建設(shè)用地布局現(xiàn)狀進(jìn)行分析,并對(duì)其優(yōu)化提出布局構(gòu)想。在分析得出城鄉(xiāng)建設(shè)用地結(jié)構(gòu)與布局優(yōu)化的方案的基礎(chǔ)上,對(duì)昌吉市以后城鄉(xiāng)建設(shè)用地合理配置提出了針對(duì)性的建議。研究結(jié)果表明:(1)在分析了昌吉市城鄉(xiāng)建設(shè)用地現(xiàn)狀規(guī)模、結(jié)構(gòu)與空間布局的基礎(chǔ)上,提出了目前城鄉(xiāng)建設(shè)用地存在的問題。在選取影響昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)影響因子的基礎(chǔ)上,本文選取驅(qū)動(dòng)力模型、定額指標(biāo)法以及項(xiàng)目預(yù)測(cè)法三種方法對(duì)昌吉市城鄉(xiāng)建設(shè)用地各個(gè)地類規(guī)模進(jìn)行了預(yù)測(cè),并最終得到城鄉(xiāng)建設(shè)用地結(jié)構(gòu)優(yōu)化方案。(2)運(yùn)用層次分析法,確定了城鄉(xiāng)建設(shè)用地適宜性評(píng)價(jià)權(quán)重,對(duì)昌吉市城鄉(xiāng)建設(shè)用地布局進(jìn)行了適宜性評(píng)價(jià)。文中將昌吉市的適應(yīng)性評(píng)價(jià)結(jié)果分為高度適宜、中度適宜、低度適宜和不適宜四部分,并對(duì)這四部分區(qū)域的規(guī)模和布局進(jìn)行了定性和定量分析,為昌吉市城鄉(xiāng)建設(shè)用地布局的發(fā)展方向提供了科學(xué)合理的理論指導(dǎo)。(3)在昌吉市城鄉(xiāng)建設(shè)用地結(jié)構(gòu)優(yōu)化方案與適宜性評(píng)價(jià)所得結(jié)果有效結(jié)合的基礎(chǔ)上,得出城鄉(xiāng)建設(shè)用地布局優(yōu)化的方案,并提出昌吉市城鄉(xiāng)建設(shè)用地布局“一個(gè)只要增長極、三個(gè)次要增長極和八個(gè)增長點(diǎn)”的構(gòu)想。
[Abstract]:As a kind of scarce natural resources and social resources, land is very important to human beings. Because of the shortage of land reserve resources and the acceleration of urbanization, the demand for construction land is increasing rapidly, and the population is increasing year by year, which poses a severe challenge to the original scarce land resources. Based on the domestic and foreign research on the structure and layout optimization of urban and rural construction land, this paper analyzes the structure and layout of urban and rural construction land in Changji from 1996 to 2013, and finds out the problems existing in the structure and layout of urban and rural construction land in Changji. In view of the problems existing in the structure and layout of urban and rural construction land in Changji, this paper analyzes the direction and distribution of the structural adjustment of construction land in Changji by using the driving force model forecasting method, the quota index method and the project land forecasting method. The present situation of urban and rural construction land layout in Changji city is analyzed by using land suitability evaluation method, and the layout conception is put forward for its optimization. On the basis of analyzing the scheme of optimizing the structure and layout of urban and rural construction land, this paper puts forward some suggestions for the rational allocation of urban and rural construction land after Changji city. The results are as follows: (1) based on the analysis of the scale, structure and spatial distribution of urban and rural construction land in Changji city, the problems of urban and rural construction land are put forward. On the basis of selecting the factors that influence the structure of construction land in Changji city, this paper selects three methods, driving force model, quota index method and project forecast method, to predict the scale of construction land in Changji city and countryside. Finally, the optimization scheme of urban and rural construction land structure is obtained. (2) the weight of urban and rural construction land suitability evaluation is determined by AHP, and the suitability evaluation of Changji urban and rural construction land layout is carried out. In this paper, the results of adaptability evaluation of Changji City are divided into four parts: high suitability, moderate suitability, low suitability and unsuitability. The scale and layout of these four parts are qualitatively and quantitatively analyzed. It provides scientific and reasonable theoretical guidance for the development direction of urban and rural construction land layout in Changji city. (3) on the basis of the combination of the optimization scheme of urban and rural construction land structure in Changji city and the result of suitability evaluation, The scheme of optimizing the layout of urban and rural construction land is obtained, and the conception of "only one growth pole, three secondary growth poles and eight growth points" is put forward.
