高速公路BOT項(xiàng)目收費(fèi)標(biāo)準(zhǔn)及調(diào)節(jié)基金研究
[Abstract]:As the important content of the BOT project negotiation and the BOT project operation stage of the expressway, the rate problem involves many aspects. In the development and development of the expressway, the reasonable determination of the rate is very important. It is of certain positive significance to the government and the item company to study the rate determination mechanism of the expressway, to a certain extent. The BOT project can also promote the smooth completion of the highway BOT project. The.BOT project involves the interests of the government, the item company and the road users. The government and the item company can directly guarantee the interests of the parties in the negotiation process of the contract. The road users can not directly participate in the negotiation, only by choosing the highway or not. Therefore, this article, starting with the interests of the users of the road, pricing in the principle of differential benefit they pursue, and puts forward the regulation fund system to ensure the economic benefits pursued by the item company and the social benefits of the government,.BOT project regulation fund, by setting up the upper and lower limits of the annual income of the project. When the annual income does not reach the lower limit, the government subsidize the item company with the initial fund of the regulation fund. When the annual income of the project exceeds the upper limit, the item company needs to inject the income of the upper limit into the item company's income to ensure that the item company can receive a reasonable income during the whole period of operation. At the same time, the initial fund of the regulation fund can be recycled. This paper can be divided into 5 parts. The specific research contents are as follows: first, the research background, research significance, research content and research methods are expounded and explained, and the literature research method is used to review the existing achievements at home and abroad, and the article is put forward in this paper. Secondly, the relevant theories and concepts are defined. From the freeway is quasi public goods, the expressway has the monopoly, the expressway has the externality, the expressway is the social public welfare infrastructure. The four aspects of the expressway are sociality and economy, and the BOT model and BOT model product pricing are expounded. Third, from the analysis of the three interests of the government, item company and road users on the BOT highway, through the construction of mathematical models, the economic benefits pursued by item company, the social benefits pursued by the government and the difference efficiency pursued by road users in three aspects, and the analysis of these three kinds of pricing parties. The advantages and disadvantages of the law, in the end, combined with the government and item company can directly participate in the contract negotiations to ensure the reality of the interests of the party, thus the differential benefit pursued by the road users as the pricing principle, and the regulation fund system is put forward to ensure the social benefits pursued by the government and the economic interests pursued by item company.
