【摘要】：當(dāng)前,在中國城市化快速發(fā)展的進(jìn)程中,城市新區(qū)建設(shè)作為擴張城市空間規(guī)模、優(yōu)化空間結(jié)構(gòu)、提升城市綜合功能的有力手段被各省市廣泛采用,全國各地掀起了一場城市新區(qū)建設(shè)的熱潮。在四川城鎮(zhèn)化進(jìn)程加速推進(jìn)的背景下,加快城市新區(qū)建設(shè)成為四川推動新型城鎮(zhèn)化的重要途徑。四川省委、省政府多次提出加快城市新區(qū)建設(shè),提出通過規(guī)劃和建設(shè)高水平的城市新區(qū)、產(chǎn)業(yè)新城來拓展城市發(fā)展空間。然而城市新區(qū)建設(shè)的步伐邁得過大、過快導(dǎo)致四川的城市新區(qū)建設(shè)出現(xiàn)了很多問題。因此,研究四川城市新區(qū)建設(shè)的基本情況,發(fā)現(xiàn)問題,并通過對城市新區(qū)建設(shè)的相關(guān)理論進(jìn)行歸納整理分析,為四川城市新區(qū)建設(shè)實踐提供理論指導(dǎo)迫在眉睫。本論文采用文獻(xiàn)研究、實證研究和統(tǒng)計分析方法,綜合梳理分析國內(nèi)外城市新區(qū)建設(shè)的含義、類型、開發(fā)理念、動因機制、經(jīng)營模式、功能定位等先進(jìn)理論成果,旨在為我國新區(qū)開發(fā)建設(shè)提供理論上的參考、借鑒,并對四川省各地市城市新區(qū)的規(guī)劃時間、人口、面積、特點等進(jìn)行綜合分析梳理,得出相關(guān)數(shù)據(jù),深入了解四川省城市新區(qū)建設(shè)情況,從形成方式、空間形態(tài)、功能定位、建設(shè)方式和規(guī)模等不同角度對四川城市新區(qū)建設(shè)進(jìn)行系統(tǒng)分類,深入分析和總結(jié)四川城市新區(qū)建設(shè)中存在的問題,剖析其產(chǎn)生的原因,并針對問題提出具有針對性和可操作性的對策措施。
[Abstract]:At present, in the rapid development of urbanization in China, the construction of new urban areas as a powerful means to expand the scale of urban space, optimize the spatial structure, and enhance the comprehensive functions of cities has been widely used by provinces and cities. All over the country set off an upsurge in the construction of new urban areas. Under the background of accelerating the process of urbanization in Sichuan, speeding up the construction of new urban areas has become an important way to promote the new urbanization in Sichuan. The Sichuan Provincial Party Committee and the provincial government have repeatedly proposed to speed up the construction of new urban areas and to expand the urban development space by planning and building high-level new urban areas and industrial new towns. However, the pace of urban new area construction is too large, too fast lead to a lot of problems in Sichuan urban new area construction. Therefore, it is urgent to study the basic situation of the construction of the new urban district in Sichuan province, find out the problems, and summarize and analyze the relevant theories of the construction of the new urban district in Sichuan province, so as to provide theoretical guidance for the practice of the construction of the new urban district in Sichuan province. This paper adopts the methods of literature research, empirical research and statistical analysis to comprehensively analyze the advanced theoretical achievements in the construction of new urban areas at home and abroad, such as the meaning, types, development concepts, motivation mechanisms, business models, functional positioning, and so on. The purpose of this paper is to provide a theoretical reference for the development and construction of new districts in China, and to comprehensively analyze the planning time, population, area and characteristics of the new urban areas in Sichuan Province, and obtain the relevant data. Deeply understand the construction of new urban areas in Sichuan Province, and systematically classify the construction of new urban areas in Sichuan from different angles, such as formation mode, spatial form, functional orientation, construction mode and scale, etc. This paper analyzes and summarizes the problems existing in the construction of new urban areas in Sichuan Province, analyzes the causes of the problems, and puts forward countermeasures and measures aiming at the problems.
