陜西省食品質(zhì)量安全主體責(zé)任研究

【摘要】:民以食為天,食品是人類生存和發(fā)展的基本物質(zhì)條件。隨著經(jīng)濟的發(fā)展、科學(xué)的進步以及人民生活水平日益提高,越來越多的消費者開始關(guān)注食品質(zhì)量問題。但現(xiàn)實中食品供給水平與消費者對高質(zhì)量食品的期望相距甚遠(yuǎn),頻繁爆發(fā)的食品生產(chǎn)、銷售中肆意造假、有毒有害等問題,以及由此引起的人們生命健康受到侵害的事件,向社會展示了食品質(zhì)量安全的重要性。如何保障食品質(zhì)量安全成為了當(dāng)今社會的熱點和難點問題。在生活質(zhì)量日益提高的背景下,研究我國食品質(zhì)量安全問題有重要的實踐意義。近年來陜西省食品質(zhì)量安全惡性事件屢禁不止,僅2015年2月藥監(jiān)總局抽查公布的不合格食品中,陜西省有14批次產(chǎn)品不合格,食品質(zhì)量安全問題層出不窮,造成了嚴(yán)重的人身傷害和經(jīng)濟損失;陜西省占地面積205萬平方千米,擁有3700多萬常住人口,共有規(guī)模以上食品生產(chǎn)類企業(yè)8969個,餐飲類企業(yè)4206個,食品質(zhì)量安全影響著全省居民以及整個西北地區(qū)居民的健康。因此,研究陜西省食品質(zhì)量安全問題很有必要。本文從責(zé)任視角出發(fā),以陜西省食品質(zhì)量安全責(zé)任主體為研究對象。首先,對全省食品質(zhì)量安全現(xiàn)狀進行分析,得出食品質(zhì)量安全現(xiàn)狀不容樂觀,對政府監(jiān)管部門、食品企業(yè)以及消費者三者的責(zé)任履行現(xiàn)狀進行分析和原因分析,并構(gòu)建食品質(zhì)量安全主體責(zé)任影響因素層次模型,利用層次分析法分析影響因素的權(quán)重大小,得出食品企業(yè)社會責(zé)任感喪失和政府監(jiān)管失靈所占比重較大,其中最大原因是以下三點:食品企業(yè)核心價值觀錯誤,不積極履行其社會責(zé)任;政府監(jiān)管部門制度的缺乏,監(jiān)管治理不到位;信息不對稱導(dǎo)致消費者獲取信息不足,處于信息劣勢地位。其次,利用博弈分析法,建立責(zé)任主體之間的不完全信息博弈模型,分析政府監(jiān)管部門、食品企業(yè)以及消費者三者之間的行為利益關(guān)系,得出提高消費者維權(quán)意識和加大對造假企業(yè)處罰是有效遏制食品質(zhì)量安全頻發(fā)的有效途徑。最后,根據(jù)上文的分析結(jié)果構(gòu)建陜西省食品質(zhì)量安全主體責(zé)任機制,包括主體協(xié)同機制、利益聯(lián)動機制和激勵約束機制,并提出加強食品質(zhì)量安全信息披露、建立責(zé)任主體有效性測評系統(tǒng)、充分發(fā)揮充分發(fā)揮中介機構(gòu)作用和加大對造假企業(yè)的處罰力度四條保障機制運行體系。在以人為本這一大方針政策的指引下,研究食品質(zhì)量安全責(zé)任落實問題以及提出政策建議,促使食品企業(yè)、政府監(jiān)管部門、消費者共同落實食品質(zhì)量安全責(zé)任、有效解決食品質(zhì)量安全問題,對保障社會穩(wěn)定,實現(xiàn)陜西省和諧發(fā)展具有重要政治意義;同時,對陜西省乃至全國提高食品質(zhì)量安全水平,提高人民生存環(huán)境質(zhì)量,具有重要的社會意義;對促進食品對外貿(mào)易,振興陜西省經(jīng)濟具有重要現(xiàn)實經(jīng)濟意義。
[Abstract]:Food is the basic material condition for human survival and development. With the development of economy, the progress of science and the improvement of people's living standard, more and more consumers begin to pay attention to food quality. However, in reality, the level of food supply is far from the expectation of consumers for high-quality food, frequent outbreaks of food production, wanton fraud in sales, poisonous and harmful problems, and incidents that have caused people's lives and health to be infringed upon. It shows the importance of food quality and safety to the society. How to ensure the quality and safety of food has become a hot and difficult problem in our society. Under the background of increasing quality of life, it is of great practical significance to study food quality and safety in China. In recent years, the vicious incidents of food quality and safety in Shaanxi Province have been repeatedly prohibited. Only in February 2015, 14 batches of unqualified foods were released by the Drug Administration of Shaanxi Province, and food quality and safety problems emerged one after another. Shaanxi Province covers an area of 2.05 million square kilometers, has more than 37 million permanent residents, and has a total of 8969 food production enterprises and 4206 catering enterprises. Food quality and safety affect the health of the residents of the whole province and the whole northwest region. Therefore, it is necessary to study the quality and safety of food in Shaanxi Province. In this paper, from the perspective of responsibility, the main body of responsibility for food quality and safety in Shaanxi Province is taken as the research object. First of all, the current situation of food quality and safety in the province is analyzed, the current situation of food quality and safety is not optimistic, the responsibility of the government supervision department, food enterprises and consumers are analyzed and the reasons are analyzed. And build the food quality safety main body responsibility influence factor level model, use the analytic hierarchy process to analyze the weight of the influence factor, draw the conclusion that the food enterprise social responsibility loss and the government supervision failure account for a large proportion. The biggest reasons are as follows: food enterprises' core values are wrong and they do not actively fulfill their social responsibilities; the lack of government regulatory system and the lack of regulatory governance; and the lack of information asymmetry leads to consumers' insufficient access to information. Be in the inferior position of information. Secondly, by using the game analysis method, the paper establishes the incomplete information game model between the responsible subjects, and analyzes the behavioral interest relationship among the government supervision department, the food enterprise and the consumer. It is concluded that it is an effective way to effectively curb the frequent occurrence of food quality and safety by increasing the awareness of consumer rights and punishment of counterfeiting enterprises. Finally, according to the above analysis results, the main responsibility mechanism of food quality and safety in Shaanxi Province is constructed, including the principal coordination mechanism, interest linkage mechanism and incentive and restraint mechanism, and the enhancement of food quality and safety information disclosure is put forward. Establish the effectiveness evaluation system of responsibility subject, give full play to the role of intermediary organizations and increase the punishment of fraud enterprises four guarantee mechanism operation system. Under the guidance of people-oriented policy, this paper studies the implementation of responsibility for food quality and safety and puts forward policy recommendations to promote the joint implementation of food quality and safety responsibilities by food enterprises, government regulators and consumers. Effectively solving the problem of food quality and safety is of great political significance to ensure social stability and realize the harmonious development of Shaanxi Province, at the same time, it is of great political significance to improve the level of food quality and safety and the quality of people's living environment in Shaanxi Province and even the whole country. It is of great social significance to promote the foreign trade of food and to revitalize the economy of Shaanxi Province.
