【摘要】:土地利用總體規(guī)劃是土地管理過(guò)程中的重要環(huán)節(jié)之一。針對(duì)土地利用總體規(guī)劃“剛性有余,彈性不足”的特點(diǎn),新一輪的土地利用總體規(guī)劃理念正在逐步由剛性思想向彈性思想轉(zhuǎn)變。盡管該輪土地利用總體規(guī)劃提出了具有彈性功能的“有條件建設(shè)區(qū)”,但是在有條件建設(shè)區(qū)的規(guī)模和空間布局確定上仍然存在不足,為了使土地利用總體規(guī)劃適應(yīng)當(dāng)前經(jīng)濟(jì)和社會(huì)發(fā)展的需要,2015年云南省要全力推進(jìn)規(guī)劃調(diào)整完善工作,優(yōu)化土地利用空間格局。本文正是在這樣的背景下,對(duì)土地利用規(guī)劃中建設(shè)用地彈性規(guī)劃區(qū)劃定展開(kāi)研究,實(shí)現(xiàn)保護(hù)與開(kāi)發(fā)并重,結(jié)合相關(guān)的研究理論,探討建設(shè)用地?cái)U(kuò)展的彈性設(shè)置,對(duì)建設(shè)用地彈性規(guī)劃區(qū)規(guī)模和空間確定進(jìn)行有益嘗試。本文對(duì)土地利用彈性規(guī)劃和建設(shè)用地彈性規(guī)劃區(qū)的概念進(jìn)行了界定,闡述了建設(shè)用地彈性規(guī)劃區(qū)的相關(guān)理論,為建設(shè)用地彈性規(guī)劃區(qū)的劃定提供理論依據(jù)。選取云南瑞麗重點(diǎn)開(kāi)發(fā)開(kāi)放試驗(yàn)區(qū)核心區(qū)-瑞麗市作為研究區(qū),從規(guī)模確定、空間布局劃定以及使用和監(jiān)管三個(gè)主要方面對(duì)建設(shè)用地彈性規(guī)劃區(qū)的劃定展開(kāi)研究:建設(shè)用地彈性規(guī)劃區(qū)規(guī)模確定。根據(jù)區(qū)域2004-2013年的社會(huì)經(jīng)濟(jì)數(shù)據(jù)和相關(guān)規(guī)劃銜接后的基礎(chǔ)數(shù)據(jù),預(yù)測(cè)規(guī)劃期內(nèi)(2014-2020年)新增建設(shè)用地規(guī)模,綜合預(yù)測(cè)結(jié)果,結(jié)合現(xiàn)行土地利用總體規(guī)劃指標(biāo)情況,確定建設(shè)用地彈性規(guī)劃區(qū)規(guī)模。通過(guò)分析,確定瑞麗市建設(shè)用地彈性規(guī)劃區(qū)規(guī)模1064.35公頃。建設(shè)用地彈性規(guī)劃區(qū)空間劃定。運(yùn)用GIS空間分析技術(shù),構(gòu)建建設(shè)用地生態(tài)適宜性評(píng)價(jià)體系,選取影響生態(tài)敏感度的彈性因子和剛性因子,采用多因素綜合評(píng)價(jià)模型確定生態(tài)敏感度分區(qū),通過(guò)生態(tài)敏感度進(jìn)一步確定建設(shè)用地的生態(tài)適宜性,并以最終的評(píng)價(jià)結(jié)果為基礎(chǔ),綜合劃定建設(shè)用地彈性規(guī)劃區(qū)。經(jīng)劃定,瑞麗市建設(shè)用地彈性規(guī)劃區(qū)主要集中在勐卯中心城區(qū)東西兩側(cè),以及畹町芒滿大通道附近,而弄島鎮(zhèn)、戶育鄉(xiāng)、姐相鄉(xiāng)分布較少。建設(shè)用地彈性規(guī)劃區(qū)的使用和監(jiān)管。結(jié)合理論分析和實(shí)踐經(jīng)驗(yàn),為了使劃定結(jié)果充分發(fā)揮其作用,從規(guī)劃區(qū)內(nèi)指標(biāo)來(lái)源、具體項(xiàng)目類型的準(zhǔn)入約束、審批程序和實(shí)施過(guò)程的監(jiān)管等方面探討建設(shè)用地彈性規(guī)劃區(qū)的使用條件和使用方法。劃定的建設(shè)用地彈性規(guī)劃區(qū),為云南瑞麗重點(diǎn)開(kāi)發(fā)開(kāi)放試驗(yàn)區(qū)土地利用專項(xiàng)規(guī)劃編制過(guò)程中項(xiàng)目無(wú)法落地的困境,提供解決思路和途徑,同時(shí)也為2015年土地利用總體規(guī)劃調(diào)整完善工作中建設(shè)用地的彈性設(shè)置提供參考。
[Abstract]:The overall planning of land use is one of the important links in the process of land management. In view of the characteristics of "rigidity and lack of elasticity" in the overall planning of land use, the new concept of overall planning of land use is gradually changing from rigid to elastic. Although this round of land use master plan has put forward the "conditional construction area" with elastic function, there are still shortcomings in the determination of the scale and spatial layout of the conditional construction area. In order to adapt the overall land use planning to the needs of current economic and social development, Yunnan Province should make every effort to promote the planning adjustment and perfection in 2015 and optimize the spatial pattern of land use. Under this background, this paper studies the construction land elastic planning area in the land use planning, realizes the protection and the development equally, unifies the related research theory, discusses the construction land expansion elasticity setting, A beneficial attempt is made to determine the scale and space of the elastic planning area for construction land. This paper defines the concepts of elastic land use planning and elastic planning area for construction land, expounds the relevant theories of elastic planning area for construction land, and provides theoretical basis for the delineation of elastic planning area of construction land. Ruili City, the core area of the key development and open test area in Ruili, Yunnan Province, is selected as the research area, and the scale is determined. This paper studies the determination of elastic planning area of construction land in three main aspects: the determination of the scale of elastic planning area of construction land. Based on the social and economic data of the region from 2004 to 2013 and the basic data after the relevant planning, the paper forecasts the scale of the new construction land during the planning period (2014-2020), and synthetically forecasts the results, combined with the current indicators of the overall land use planning, Determine the scale of the elastic planning area for construction land. Through analysis, the scale of elastic planning area of construction land in Ruili city is determined to be 1064.35 hectares. Construction land elastic planning area space delineation. Using GIS spatial analysis technology, the evaluation system of ecological suitability of construction land was constructed. The elastic and rigid factors affecting ecological sensitivity were selected, and the ecological sensitivity zoning was determined by multi-factor comprehensive evaluation model. The ecological suitability of construction land is further determined by ecological sensitivity, and based on the final evaluation results, the elastic planning area of construction land is comprehensively delineated. According to the demarcation, the elastic planning area of the construction land in Ruili City is mainly concentrated on the east and west sides of the Mengmao central district and near the wanding town of Mengmanman, while the town of Ledao, Huyu Township, and the hometown of sister are less distributed. Use and supervision of flexible planning area for construction land. Combined with theoretical analysis and practical experience, in order to give full play to the role of the delineation results, from the source of indicators in the planning area, the specific project type of access constraints, The application conditions and methods of flexible planning area for construction land are discussed in the aspects of examination and approval procedure and supervision of implementation process. The designated elastic planning area for construction land provides a solution to the dilemma that the project cannot fall into the ground during the preparation of the special planning for land use in the key development and open pilot area of Ruili in Yunnan Province. At the same time, it also provides a reference for the flexibility setting of construction land in the adjustment and improvement of land use master plan in 2015.
