【摘要】：在城鎮(zhèn)化建設(shè)的過程中,基礎(chǔ)設(shè)施建設(shè)的投融資是一個源頭性的問題,是城鎮(zhèn)化建設(shè)的物質(zhì)基礎(chǔ)。隨著城鎮(zhèn)化建設(shè)的不斷推進,基礎(chǔ)設(shè)施建設(shè)的投融資逐漸成為建設(shè)中的首要問題。焦作市作為河南省重要的科教及文化基地,作為河南省一個重要的地級市,近年來不斷的發(fā)展城鎮(zhèn)化建設(shè),城市綜合功能、城市基礎(chǔ)設(shè)施水平都有明顯的提升。然而,由于城市基礎(chǔ)設(shè)施的歷史欠賬較多,建設(shè)起點不高,設(shè)施老化嚴重,新建和更新改造的任務(wù)都很艱巨,與建設(shè)國家中心城市的要求相比差距還十分明顯,如何加快基礎(chǔ)設(shè)施的建設(shè)步伐是政府急待解決的問題。但是,從焦作市目前的情況來看,2014年焦作市城市基礎(chǔ)建設(shè)完成投資約在90億元以上,以完善基礎(chǔ)設(shè)施、增強城市功能,改善城市環(huán)境為目標(biāo),新建、續(xù)建、改造工程項目近百個。在建設(shè)發(fā)展過程中的資金需求和實際融資的困難表現(xiàn)出的矛盾特別突出。在這種情況下,如何突破城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)資金匱乏的瓶頸,利用其他融資渠道改變單一的國有資本現(xiàn)狀成為了十分迫切的問題。本文接下來采用了文獻分析法以及定性與定量結(jié)合分析法對焦作市當(dāng)前城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)投融資的現(xiàn)狀和問題進行分析研究。通過分析理解國內(nèi)外優(yōu)秀融資模式,提出解決焦作市城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)投融資問題的具體建議:政府明確自身的職能和角色;實現(xiàn)投資主體多元化,增大資金投入;疏通融資渠道;擴展融資來源制定基礎(chǔ)設(shè)施相關(guān)的投融資法律法規(guī)等。本文首先介紹研究的背景、意義,國內(nèi)外研究現(xiàn)狀,研究框架與方法;然后闡述城鎮(zhèn)化理論、公共產(chǎn)品理論以及財政預(yù)算與基礎(chǔ)設(shè)施建設(shè)融資的關(guān)系,為研究奠定理論基礎(chǔ);然后,用定量分析法對焦作市城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)的現(xiàn)狀以及投融資的現(xiàn)狀進行分析,還有焦作市城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)投融資的需求、渠道以及存在的問題;接下來展開對美國、英國和國內(nèi)深圳、重慶等四個典型城市基礎(chǔ)建設(shè)投融資的模式進行分析,打開焦作市城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)投融資問題的解決思路;最后提出對解決焦作市城鎮(zhèn)化基礎(chǔ)設(shè)施建設(shè)投融資問題的有建樹的建議。
[Abstract]:In the process of urbanization, the investment and financing of infrastructure construction is a source problem and the material basis of urbanization construction. With the development of urbanization, the investment and financing of infrastructure has become the most important problem. Jiaozuo City, as an important base of science, education and culture in Henan Province, as an important prefectural city in Henan Province, has been continuously developing urbanization construction, urban comprehensive function and the level of urban infrastructure in recent years. However, due to the fact that the urban infrastructure is short of historical debts, the starting point of construction is not high, and the facilities are aging seriously, the task of building new buildings and renovating them is very arduous, and the gap between the requirements of building national central cities and the requirements of building national central cities is quite obvious. How to speed up the construction of infrastructure is an urgent problem to be solved by the government. However, judging from the current situation in Jiaozuo City, in 2014, the completion of infrastructure construction in Jiaozuo City will cost more than 9 billion yuan, with the goal of improving infrastructure facilities, enhancing urban functions, and improving the urban environment, to build new and continue construction. There are nearly 100 renovation projects. In the process of construction and development, the contradiction between capital demand and actual financing is particularly prominent. In this case, how to break through the bottleneck of capital shortage in urbanization infrastructure construction, and how to use other financing channels to change the status quo of single state-owned capital has become a very urgent problem. Then this paper uses the literature analysis method and qualitative and quantitative analysis method to analyze and study the present situation and problems of investment and financing of infrastructure construction in Jiaozuo city. Through analyzing and understanding the excellent financing mode at home and abroad, the paper puts forward some concrete suggestions to solve the problem of investment and financing in the infrastructure construction of urbanization in Jiaozuo: the government should make clear its own function and role, realize the diversification of the investment subject and increase the capital investment. Dredge the financing channel; expand the financing source and formulate the investment and financing laws and regulations related to infrastructure and so on. This paper first introduces the background, significance, current situation, research framework and methods of the research, and then expounds the theory of urbanization, the theory of public goods, and the relationship between financial budget and infrastructure construction financing, which lays a theoretical foundation for the research. Then, using the quantitative analysis method to analyze the present situation of the infrastructure construction of the urbanization in Jiaozuo city and the present situation of investment and financing, as well as the needs, channels and problems of the investment and financing of the infrastructure construction of the urbanization in Jiaozuo city; Then the investment and financing modes of four typical cities, such as the United States, Britain, Shenzhen and Chongqing, are analyzed to solve the problems of investment and financing in the infrastructure construction of the urbanization in Jiaozuo City. Finally, some suggestions are put forward to solve the problem of investment and financing in the construction of urbanization infrastructure in Jiaozuo City.
