【摘要】：城投公司源于1992年,在政府投融資體制改革的背景下,各地紛紛成立投融資平臺(tái)公司代替政府進(jìn)行基礎(chǔ)設(shè)施建設(shè)。其中,城投公司是最典型也是最主要的投融資平臺(tái)公司。2009年中央政府出臺(tái)鼓勵(lì)政策后,以城投公司為代表的投融資平臺(tái)進(jìn)入高速發(fā)展期。公司的資產(chǎn)和債務(wù)都爆發(fā)式發(fā)展,而管理水平、資產(chǎn)負(fù)債率、還債能力等缺陷凸顯,不但財(cái)務(wù)風(fēng)險(xiǎn)劇增,還對(duì)地方財(cái)政和金融穩(wěn)定造成了威脅。2010年起,中央政府開(kāi)始對(duì)地方投融資平臺(tái)進(jìn)行清理和限制,政策傾向一直延續(xù)至今。本文選取財(cái)務(wù)風(fēng)險(xiǎn)為研究題材,深入分析這一廣泛存在于大部分城投公司的迫切風(fēng)險(xiǎn)。本文以“提出問(wèn)題、分析問(wèn)題、解決問(wèn)題”的研究思路,將定性研究和定量研究相結(jié)合,根據(jù)相關(guān)風(fēng)險(xiǎn)理論、財(cái)務(wù)風(fēng)險(xiǎn)理論、投融資平臺(tái)相關(guān)研究,并結(jié)合實(shí)際數(shù)據(jù),分析城投公司產(chǎn)生財(cái)務(wù)風(fēng)險(xiǎn)的原因與影響,并對(duì)此提出解決方案。第一部分“提出問(wèn)題”主要闡述了城投公司的共同規(guī)律:包括產(chǎn)生原因、發(fā)展歷程、當(dāng)前存在的主要財(cái)務(wù)風(fēng)險(xiǎn)等。第二部分“分析問(wèn)題”主要是對(duì)通過(guò)分析H市城投公司的財(cái)務(wù)環(huán)境和財(cái)務(wù)報(bào)表相關(guān)指標(biāo),判斷H市城投公司財(cái)務(wù)風(fēng)險(xiǎn)大小,并對(duì)其財(cái)務(wù)風(fēng)險(xiǎn)進(jìn)行分析。通過(guò)分析判斷看出:H市城投公司短期內(nèi)的財(cái)務(wù)風(fēng)險(xiǎn)并不嚴(yán)重。但從國(guó)家政策趨勢(shì)來(lái)看,主營(yíng)業(yè)務(wù)利潤(rùn)薄;資產(chǎn)流動(dòng)性不強(qiáng);負(fù)債規(guī)模大,償債能力較差等幾大隱患很可能變成現(xiàn)實(shí)風(fēng)險(xiǎn)。公司要實(shí)行政企分開(kāi)、向市場(chǎng)化轉(zhuǎn)型,必須對(duì)這幾大財(cái)務(wù)隱患采取措施。第三部分“解決問(wèn)題”是針對(duì)上部分列出的財(cái)務(wù)隱患,為公司提出針對(duì)性意見(jiàn)。主要包括:爭(zhēng)取政府支持,獲得合理補(bǔ)償;開(kāi)拓融資渠道,構(gòu)建多元化融資體系,降低資產(chǎn)負(fù)債率;進(jìn)行業(yè)務(wù)分類(lèi)運(yùn)作,推動(dòng)業(yè)務(wù)多元化;增強(qiáng)市場(chǎng)化業(yè)務(wù),提高資產(chǎn)質(zhì)量,增強(qiáng)資產(chǎn)流動(dòng)性。
[Abstract]:City Investment Corporation originated in 1992. Under the background of the reform of government investment and financing system, investment and financing platform companies were set up to carry out infrastructure construction instead of the government one after another. City Investment Corporation is the most typical and the most important investment and financing platform companies. After the central government introduced the encouragement policy in 2009, the investment and financing platform represented by the city investment and financing company entered the period of high-speed development. The company's assets and liabilities are exploding, and the deficiencies of management, asset liability ratio, ability to repay debt, and so on, not only increase the financial risk, but also pose a threat to the local financial and financial stability. The central government began to clean up and restrict local investment and financing platforms, and the policy trend has continued to this day. In this paper, financial risk is chosen as the research subject, and the urgent risk is analyzed deeply. In this paper, we combine qualitative and quantitative research with the idea of "problem raising, problem analysis, problem solving", according to the relevant risk theory, financial risk theory, investment and financing platform, and combining with the actual data. This paper analyzes the causes and effects of the financial risk of CICC, and puts forward solutions to this problem. The first part mainly expounds the common law of CICC, including the causes, the development course, the main financial risks and so on. The second part, "Analysis problems", mainly analyzes the financial environment and financial statement indexes of H City Investment Corporation, judges the financial risk of H City Investment Company, and analyzes its financial risk. Through the analysis and judgment, we can see that the short-term financial risk is not serious. But from the national policy trend, the main business profit is thin; the assets liquidity is not strong; the scale of debt is large, the debt ability is poor and so on several big hidden dangers are likely to become the real risk. Companies to implement the separation of government and enterprises, to the market-oriented transformation, must take measures to these major financial risks. The third part "problem solving" is aimed at the financial hidden trouble listed in the above part, and puts forward targeted opinions for the company. It mainly includes: winning government support, obtaining reasonable compensation; opening up financing channels, constructing diversified financing system, reducing asset-liability ratio; carrying out business classification operation to promote business diversification; strengthening market-oriented business and improving asset quality. Enhance liquidity of assets.
