【摘要】：隨著新型城鎮(zhèn)化的內(nèi)涵逐漸明晰,加快新型城鎮(zhèn)化進程已經(jīng)成為國家級戰(zhàn)略要求。2015年3月,“推進新型城鎮(zhèn)化取得新的突破”寫入政府工作報告,進一步明確了城鎮(zhèn)化建設(shè)的重要性。但城鎮(zhèn)化建設(shè)是經(jīng)濟系統(tǒng)中的一項復(fù)雜的系統(tǒng)性工程,理清其中蘊含的基本邏輯非常重要。如何在經(jīng)濟新常態(tài)的背景下推進城鎮(zhèn)化的建設(shè),已經(jīng)成為我國社會經(jīng)濟發(fā)展的重要問題。本文以城鎮(zhèn)化演進過程為出發(fā)點,在研究要素集聚過程、產(chǎn)業(yè)集聚過程的基礎(chǔ)上,系統(tǒng)梳理了我國城鎮(zhèn)化演進的基本邏輯和內(nèi)在機制,探索了符合我國經(jīng)濟要求和社會發(fā)展規(guī)律的新型城鎮(zhèn)化發(fā)展戰(zhàn)略。本文主要依據(jù)要素集聚理論、產(chǎn)業(yè)集聚理論和城鎮(zhèn)化理論,對城鎮(zhèn)化的演進過程進行分析,構(gòu)建創(chuàng)新的理論框架,提出以要素集聚視角來觀察城鎮(zhèn)化演進過程的觀點。按照“要素集聚——產(chǎn)業(yè)集聚——城市集聚”的階段性邏輯和“要素集聚——要素融合”的層級性邏輯對城鎮(zhèn)化過程進行研究,提出了城鎮(zhèn)化是以要素比較優(yōu)勢為驅(qū)動的過程,要素比較優(yōu)勢則由區(qū)域要素稟賦差異所決定,并對城鎮(zhèn)化演進過程中要素集聚的市場機制和政府機制進行分析。通過對城鎮(zhèn)化發(fā)展歷程的研判,提出適合我國特色的政策建議,即要素比較優(yōu)勢的城鎮(zhèn)化發(fā)展戰(zhàn)略。本文研究結(jié)論如下:基于要素比較優(yōu)勢的城鎮(zhèn)化演進的內(nèi)在機制是指城鎮(zhèn)化演進的過程是生產(chǎn)要素根據(jù)要素比較優(yōu)勢而產(chǎn)生的集聚過程。經(jīng)歷了“要素集聚——產(chǎn)業(yè)集聚——城市集聚”三個階段和“要素集聚——要素融合”兩個層級。在邊際報酬遞減的前提下,要素比較優(yōu)勢是由要素稟賦差異而產(chǎn)生,是一種要素流動、集聚的勢能,生產(chǎn)要素在市場機制和政府機制的作用下產(chǎn)生集聚,最終實現(xiàn)要素健康、有效的集聚,即新型城鎮(zhèn)化。建立以要素集聚力和要素融合力為指標的評價體系,劃分為三大狀態(tài),即低集聚低融合的狀態(tài)Ⅰ、低融合高集聚的狀態(tài)Ⅱ和高融合和高集聚的狀態(tài)Ⅲ,依此對我國城鎮(zhèn)化發(fā)展歷程進行研判。此外,要素集聚的模式劃分為三種,即“擴散”模式、“分散-集中-分散”模式和“集中-分散-集中”模式。最后提出我國城鎮(zhèn)化建設(shè)應(yīng)堅持基于要素比較優(yōu)勢理論的發(fā)展戰(zhàn)略。逐步消除制度束縛,促使市場機制發(fā)揮主導(dǎo)作用,引導(dǎo)要素自然、自發(fā)集聚;以加強公共服務(wù)設(shè)施建設(shè)為基礎(chǔ),促進要素融合提升;最終建設(shè)以產(chǎn)城融合為途徑,以促進要素融合為核心的新型城鎮(zhèn)化。
[Abstract]:As the connotation of new urbanization gradually becomes clear, speeding up the process of new urbanization has become a national strategic requirement. In March 2015, "making a new breakthrough in promoting new urbanization" was written into the government work report. The importance of urbanization is further clarified. However, urbanization is a complex systematic project in economic system, and it is very important to clarify the basic logic contained therein. How to promote the construction of urbanization under the background of the new normal economy has become an important issue in the development of social economy in China. Based on the study of the process of factor agglomeration and the process of industrial agglomeration, this paper systematically combs the basic logic and internal mechanism of urbanization evolution in China. This paper explores a new urbanization development strategy in line with China's economic requirements and social development laws. Based on the theory of factor agglomeration, the theory of industrial agglomeration and the theory of urbanization, this paper analyzes the evolution of urbanization, constructs the theoretical framework of innovation, and puts forward the viewpoint of observing the evolution of urbanization from the angle of factor agglomeration. According to the phase logic of "factor agglomeration-industrial agglomeration-urban agglomeration" and the hierarchical logic of "factor agglomeration-factor integration", the paper studies the urbanization process, and points out that urbanization is driven by the comparative advantage of elements. The comparative advantage of factors is determined by the difference of regional factor endowment, and the market mechanism and government mechanism of factor agglomeration in the process of urbanization evolution are analyzed. Based on the analysis of the development course of urbanization, this paper puts forward some policy suggestions suitable for the characteristics of our country, that is, the development strategy of urbanization based on the comparative advantage of factors. The conclusion of this paper is as follows: the internal mechanism of urbanization evolution based on factor comparative advantage is that the process of urbanization evolution is the agglomeration process of production factors according to the comparative advantage of factors. It has experienced three stages of "factor agglomeration-industrial agglomeration-urban agglomeration" and "factor agglomeration-factor fusion". Under the premise of diminishing marginal returns, the comparative advantage of factors is produced by the difference of factor endowment, which is the potential energy of factor flow and agglomeration, and the factors of production produce agglomeration under the action of market mechanism and government mechanism, and finally realize the health of elements. Effective agglomeration, namely new urbanization. The evaluation system based on factor agglomeration power and factor fusion ability was established and divided into three major states: low agglomeration and low convergence, low fusion and high agglomeration, and high convergence and high agglomeration. According to this process of urbanization in China to study and judge. In addition, there are three modes of factor agglomeration, namely, "diffusion" model, "dispersion-centralization-dispersion" model and "centralization-decentralized" model. Finally, the author points out that China's urbanization construction should adhere to the development strategy based on the theory of factor comparative advantage. Gradually eliminate institutional constraints, promote the market mechanism to play a leading role, guide the natural elements, spontaneous agglomeration; to strengthen the construction of public service facilities as the basis to promote the integration of the elements; the final construction to the integration of the city as a way, To promote the integration of elements as the core of a new type of urbanization.
