【摘要】：按照“政府主導(dǎo)、官辦分離、集中交易、規(guī)范運(yùn)行、部門監(jiān)管、行政監(jiān)察”的原則,建立統(tǒng)一規(guī)范的公共資源交易市場,是黨的十七大、十八大作出的重要部署,A市公共資源交易中心整合了原市建委所屬的市建設(shè)工程項目交易中心、市機(jī)關(guān)事務(wù)局所屬的市政府采購服務(wù)中心、市國土局所屬的市土地礦權(quán)交易中心(市土地拍賣中心)、市城管局所屬的市戶外廣告拍賣中心四個單位,為市政府直屬事業(yè)單位。根據(jù)《A市公共資源交易管理辦法》規(guī)定,包括國家投資工程建設(shè)項目;政府集中采購的貨物、工程和服務(wù)類項目;國有建設(shè)用地使用權(quán)、探礦權(quán)、采礦權(quán)等出讓的項目;政府特許經(jīng)營權(quán)出讓項目等五大類,四十余小項。隨著A市公共資源交易中心功能的完善、交易項目的增加、服務(wù)領(lǐng)域的拓展,而公共資源交易面臨市場發(fā)育不夠成熟、法規(guī)政策相對滯后、交易組織方式較復(fù)雜、從職能型管理模式向流程化管理模式轉(zhuǎn)型的現(xiàn)狀,公共資源交易風(fēng)險也不斷的顯現(xiàn),這些風(fēng)險的存在,不但制約了公共資源配置市場化的改革進(jìn)程,阻礙了經(jīng)濟(jì)社會整體競爭力的提升,而且還會滋生腐敗現(xiàn)象。本文運(yùn)用風(fēng)險管理理論,對A市公共資源交易風(fēng)險管理進(jìn)行研究。首先對A市公共資源交易風(fēng)險管理的現(xiàn)狀進(jìn)行分析;然后,采用專家調(diào)查法、業(yè)務(wù)流程分析法和風(fēng)險核對表法相結(jié)合,識別出風(fēng)險清單,構(gòu)建風(fēng)險層次結(jié)構(gòu)模型;利用AHP層次分析法測算出風(fēng)險的權(quán)重,并對風(fēng)險進(jìn)行重要程度的排序,以確定關(guān)鍵風(fēng)險點(diǎn);最后提出公共資源交易風(fēng)險防范和應(yīng)對及監(jiān)控措施,有助于對公共資源交易風(fēng)險的防范,提高公共資源交易的公平、公開、公正,也是預(yù)防腐敗和建立健全懲治的必然手段。
[Abstract]:In accordance with the principle of "government-led, government-run separation, centralized trading, standardized operation, departmental supervision and administrative supervision", the establishment of a unified and standardized public resource trading market is the 17th National Congress of the Party. The important arrangements made by the 18th National Congress of the people's Congress include the integration of the city construction project trading center under the original Municipal Construction Commission and the municipal procurement service center under the Municipal Organ Affairs Bureau. The city land and mineral rights trading center (the city land auction center) and the city outdoor advertising auction center belonging to the city administration bureau are the institutions directly under the municipal government According to the provisions of the "measures for the Administration of Public Resources Trading in A City", it includes projects for the construction of projects invested by the State; goods, projects and services purchased centrally by the government; projects for the transfer of the right to use state-owned construction land, the right to explore minerals, the right to mining, and so on; Government franchise transfer projects and other five categories, more than 40 items. With the improvement of the function of the Public Resource Trading Center in A City, the increase of the trading items and the expansion of the service field, the public resource transaction is faced with the immature development of the market, the relative lag of laws and regulations and policies, and the complexity of the way of organizing the transaction. The current situation of the transformation from the functional management mode to the process-oriented management mode, the public resource transaction risks also appear constantly. The existence of these risks not only restricts the reform process of the marketization of the public resource allocation, but also restricts the reform process of the marketization of the public resources allocation. It hinders the overall competitiveness of the economy and society, and will breed corruption. Based on the theory of risk management, this paper studies the risk management of public resource transaction in A city. Firstly, the current situation of risk management of public resource transaction in A city is analyzed. Then, the risk list is identified and the risk hierarchical structure model is constructed by combining expert investigation, business process analysis and risk checklist. Using AHP analytic hierarchy process to calculate the weight of risk, and to rank the important degree of risk to determine the key risk points, finally put forward the public resource transaction risk prevention and response and monitoring measures, It is helpful to guard against the risk of public resource transaction, and to improve the fairness, openness and justice of public resource transaction, which is also an inevitable means to prevent corruption and establish and perfect punishment.
