【摘要】："十三五"節(jié)能工作面臨的問(wèn)題和挑戰(zhàn)與前10年相比已發(fā)生很大變化。節(jié)能政策著力點(diǎn)長(zhǎng)期放在存量改造上,對(duì)影響能效提高的宏觀要素重視不足、手段有限;大量棄風(fēng)、棄光、棄水限電,造成全社會(huì)能源系統(tǒng)的低效率;新形勢(shì)下缺乏推動(dòng)節(jié)能的有效手段等已成為"十三五"節(jié)能工作面臨的突出問(wèn)題,必須尋找新形勢(shì)下節(jié)能工作的突破口。建議"十三五"要完善有利于落實(shí)節(jié)能優(yōu)先戰(zhàn)略的機(jī)制體制,把節(jié)能作為第一能源資源,優(yōu)先納入國(guó)家能源發(fā)展戰(zhàn)略和規(guī)劃中;突破原有思路和方式,推動(dòng)節(jié)能與發(fā)展、節(jié)能與環(huán)保、節(jié)能與低碳、節(jié)能與科技創(chuàng)新的全面融合;制定政策規(guī)范,引導(dǎo)人們的消費(fèi)意識(shí)和行為;盡快優(yōu)化節(jié)能政策框架,強(qiáng)化政策間的互補(bǔ)、互動(dòng)、互益,提高節(jié)能政策的有效性,構(gòu)建起"兩強(qiáng)一優(yōu)"的節(jié)能推進(jìn)格局。
[Abstract]:The problems and challenges faced by the energy-saving work in the 13th five-year plan have changed greatly compared with the previous 10 years. The energy saving policy focuses on the reform of the stock for a long time, and pays less attention to the macro factors that affect the improvement of energy efficiency, and the means are limited, a large number of abandoned wind, light, water and electricity limit, resulting in the low efficiency of the energy system of the whole society; The lack of effective means to promote energy conservation in the new situation has become a prominent problem facing the work of energy conservation in the 13th Five-Year Plan, and it is necessary to find a breakthrough in the work of energy conservation under the new situation. It is suggested that the 13th Five-Year Plan should improve the mechanism and system conducive to the implementation of the energy-saving priority strategy, regard energy conservation as the first energy resource, give priority to the national energy development strategy and plan, break through the original ideas and methods, and promote energy conservation and development. Energy saving and environmental protection, energy saving and low carbon, energy saving and scientific and technological innovation are fully integrated; formulating policies and norms to guide people's consumption awareness and behavior; optimizing the energy conservation policy framework as soon as possible; and strengthening the complementary, interactive and mutually beneficial policies, Improve the effectiveness of energy-saving policies, and build a "two strong one excellent" energy-saving promotion pattern.
