大連金州新區(qū)企業(yè)技能人才現(xiàn)狀調(diào)查研究

【摘要】:進入21世紀,科學(xué)技術(shù)迅猛發(fā)展,產(chǎn)業(yè)結(jié)構(gòu)調(diào)整優(yōu)化成為地區(qū)保證經(jīng)濟持續(xù)發(fā)展的必經(jīng)之路,從而導(dǎo)致技能人才成為國家和地區(qū)經(jīng)濟發(fā)展、社會進步所需要的核心力量,在經(jīng)濟社會發(fā)展過程中發(fā)揮著日益重要的作用。近年來,隨著金州新區(qū)產(chǎn)業(yè)結(jié)構(gòu)的升級,裝備制造、電子信息、新能源、新材料等先進制造業(yè)領(lǐng)域技能人才需求呈高增長的態(tài)勢,然而目前“技工荒”是我們不得不面臨的問題,未來高級技術(shù)工人的缺乏,越來越成為制約企業(yè)健康快速發(fā)展的“瓶頸”。本文面向金州新區(qū)重點行業(yè)群體,通過發(fā)放調(diào)查問卷和個案深度訪談的方式,調(diào)查研究當前金州新區(qū)具有地域和產(chǎn)業(yè)特色的企業(yè)技能人才現(xiàn)狀,分析調(diào)研企業(yè)技能人才的技能等級、年齡結(jié)構(gòu)、文化程度、來源渠道、培訓(xùn)形式、培訓(xùn)需求等情況,提出技能人才存在著結(jié)構(gòu)不合理、總量嚴重不足、整體素質(zhì)不高、與新區(qū)經(jīng)濟發(fā)展需求不符等問題。然后結(jié)合新區(qū)實際,深入研究了國內(nèi)外相關(guān)理論文獻,學(xué)習(xí)借鑒了德國、英國、澳大利亞、日本、加拿大等經(jīng)濟發(fā)達國家先進的技能人才培養(yǎng)經(jīng)驗。最后從發(fā)揮好政府在技能人才培養(yǎng)上的主導(dǎo)作用,企業(yè)在技能人才培養(yǎng)上的主體作用,職業(yè)院校在技能人才培養(yǎng)上的基礎(chǔ)作用三個方面,有針對性地提出了解決企業(yè)技能人才培養(yǎng)的對策建議。為解決技能人才結(jié)構(gòu)不合理、總量緊缺等問題提供理論依據(jù),為新區(qū)的經(jīng)濟發(fā)展建設(shè)培養(yǎng)更多更好的技能人才,早日把金州新區(qū)打造成技能人才培養(yǎng)的高地貢獻一份綿薄之力。
[Abstract]:In the 21st century, with the rapid development of science and technology, the adjustment and optimization of industrial structure has become the only way to ensure the sustained economic development of the region, which leads to the skilled personnel becoming the core force needed for the economic development and social progress of the country and the region. In the process of economic and social development is playing an increasingly important role. In recent years, with the upgrading of the industrial structure in Jinzhou New District, the demand for skilled personnel in advanced manufacturing fields, such as equipment manufacturing, electronic information, new energy, new materials, etc, has shown a high growth trend. However, the shortage of skilled workers is a problem that we have to face. The shortage of advanced skilled workers in the future is becoming a bottleneck restricting the healthy and rapid development of enterprises. This paper is aimed at the key industry groups in Jinzhou New District. By issuing questionnaires and in-depth case interviews, this paper investigates and studies the present situation of enterprise skilled personnel with regional and industrial characteristics in Jinzhou New District. This paper analyzes the skill level, age structure, education level, source channel, training form, training demand and so on of skilled talents in enterprises, and points out that the structure of skilled talents is unreasonable, the total amount is seriously insufficient, and the overall quality is not high. With the new area economic development needs and other issues. Then combined with the reality of the new area, this paper deeply studies the relevant theoretical documents at home and abroad, and learns from the advanced skills training experience of Germany, Britain, Australia, Japan, Canada and other developed countries. Finally, from three aspects: the leading role of the government in the training of skilled personnel, the main role of enterprises in the cultivation of skilled personnel, and the basic role of vocational colleges in the cultivation of skilled personnel, The countermeasures and suggestions to solve the problem of training enterprise skilled personnel are put forward. In order to solve the problems of unreasonable structure of skilled talents and shortage of total amount, this paper provides a theoretical basis for training more and better skilled talents for the economic development and construction of the new district, and makes a modest contribution to building Jinzhou New District into a highland for the cultivation of skilled personnel as soon as possible.
