【摘要】：公私合作(Public Private Partnership)作為一個(gè)能解決公用事業(yè)發(fā)展資金瓶頸,且更具社會(huì)效益的基礎(chǔ)設(shè)施建設(shè)方式,在中國(guó)已經(jīng)進(jìn)入高速發(fā)展階段,但由于合作模式的復(fù)雜性,一些項(xiàng)目暴露出了較高的風(fēng)險(xiǎn),因此,對(duì)公私合作項(xiàng)目進(jìn)行合理的量化風(fēng)險(xiǎn)評(píng)價(jià)顯得尤為重要。文章針對(duì)公私合作項(xiàng)目的特點(diǎn),提出了一套較為完整的公私合作項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)指標(biāo)體系,構(gòu)建了基于相對(duì)風(fēng)險(xiǎn)模型的公私合作項(xiàng)目風(fēng)險(xiǎn)評(píng)價(jià)模型,并針對(duì)相對(duì)風(fēng)險(xiǎn)模型對(duì)各個(gè)子風(fēng)險(xiǎn)單元評(píng)價(jià)結(jié)果組合均衡程度不敏感的弊端,引入變權(quán)思想進(jìn)一步優(yōu)化評(píng)價(jià)模型的合理性。案例研究結(jié)果表明,該模型能夠有效對(duì)公私合作項(xiàng)目風(fēng)險(xiǎn)進(jìn)行綜合量化評(píng)價(jià),為今后公私合作項(xiàng)目的決策提供更準(zhǔn)確、科學(xué)的參考和理論依據(jù)。
[Abstract]:Public-Private Private Partnership (PPP), as an infrastructure construction mode that can solve the bottleneck of public utilities development funds and has more social benefits, has entered a high development stage in China, but due to the complexity of the cooperation model, Some projects expose high risk, so it is very important to evaluate the risk of public-private partnership project. According to the characteristics of public-private partnership project, this paper puts forward a set of relatively complete risk evaluation index system of public-private partnership project, and constructs a risk evaluation model of public-private partnership project based on relative risk model. Aiming at the disadvantage that the relative risk model is not sensitive to the equilibrium degree of the evaluation results of each sub-risk unit, the idea of variable weight is introduced to further optimize the rationality of the evaluation model. The results of the case study show that the model can effectively evaluate the risks of public-private partnership projects and provide a more accurate, scientific reference and theoretical basis for the decision-making of public-private joint projects in the future.
