【摘要】：隨著我國工程建設(shè)市場的快速發(fā)展,第三方工程質(zhì)量檢測機(jī)構(gòu)模式也在不斷完善。但由于這種模式在我國發(fā)展時(shí)間不很長,這些機(jī)構(gòu)普遍存在業(yè)務(wù)類型單一、業(yè)務(wù)量小,效益低下,運(yùn)行管理成本高等特點(diǎn)。在工程檢測市場日益激烈的情況下,作為獨(dú)立的第三方工程質(zhì)量檢測機(jī)構(gòu),只有提高自身在同行中的知名度和信譽(yù)度,才能不被市場經(jīng)濟(jì)的洪流沖垮,在競爭中不斷提高整個(gè)企業(yè)的經(jīng)濟(jì)社會(huì)效益。首先,檢測機(jī)構(gòu)的檢測結(jié)果作為工程質(zhì)量的一部分保證,必須科學(xué)、準(zhǔn)確。其次,檢測機(jī)構(gòu)還為其他質(zhì)量監(jiān)督機(jī)構(gòu)提供優(yōu)質(zhì)的技術(shù)服務(wù)和技術(shù)保障。脫胎于計(jì)劃經(jīng)濟(jì)時(shí)代的工程檢測機(jī)構(gòu)實(shí)驗(yàn)室管理模式,嚴(yán)重不適應(yīng)當(dāng)前建設(shè)市場的需求,面對現(xiàn)在大部分檢測機(jī)構(gòu)偏重追求檢測業(yè)務(wù)量而忽略內(nèi)部管理效益的現(xiàn)狀,本文通過研究ISO9000系列標(biāo)準(zhǔn),并結(jié)合分析國家、住建部等主管部門對檢測機(jī)構(gòu)實(shí)驗(yàn)室建設(shè)的相關(guān)要求,闡述了一個(gè)第三方工程檢測機(jī)構(gòu)實(shí)驗(yàn)室管理體系的內(nèi)涵及建立方法。論文重點(diǎn)描述了如何建立實(shí)驗(yàn)室管理體系中質(zhì)量、業(yè)務(wù)、資源、技術(shù)、安全管理五個(gè)子系統(tǒng)。論文最后,作者對該管理體系在本檢測機(jī)構(gòu)實(shí)驗(yàn)室日常管理中的應(yīng)用效果進(jìn)行了詳細(xì)分析,通過運(yùn)作前后對比發(fā)現(xiàn):計(jì)量認(rèn)證、審查認(rèn)可不符合項(xiàng)、客戶滿意度調(diào)查表、上崗證考核結(jié)果、參加省能力驗(yàn)證結(jié)果等多方面均有了明顯的改善和提高。
[Abstract]:With the rapid development of China's engineering construction market, the third-party engineering quality inspection organization model is also improving. However, because this model is not developed for a long time in our country, these organizations generally have the characteristics of single business type, small business volume, low efficiency, high operating and management cost and so on. Under the increasingly fierce situation of the engineering inspection market, as an independent third-party engineering quality inspection organization, only by improving its reputation and reputation among its peers, can it not be swept away by the current of the market economy. Constantly improve the economic and social benefits of the whole enterprise in the competition. First of all, as a part of the engineering quality, the testing results must be scientific and accurate. Second, the testing agency also provides quality technical services and technical support for other quality supervision agencies. Born in the planned economy era, the laboratory management mode of the engineering testing institution is not fit for the demand of the current construction market seriously, facing the present situation that most of the inspection organizations emphasize the inspection business and neglect the benefit of internal management. Based on the study of the ISO9000 series standards and the analysis of the related requirements of the competent departments such as the State and the Ministry of Housing and Construction for the laboratory construction of the testing institutions, this paper expounds the connotation and the establishment method of the laboratory management system of a third-party engineering testing institution. This paper mainly describes how to establish five subsystems of laboratory management system: quality, business, resource, technology and safety management. At the end of the paper, the author analyzes the application effect of the management system in the laboratory of this testing institution in detail. Through the comparison between before and after operation, the author finds out that: measurement certification, examination of approval nonconformance, customer satisfaction questionnaire, The examination results of the certificate, the results of the provincial capacity verification and so on have been obviously improved and improved.
