【摘要】：正1.成立統(tǒng)一的城市群協(xié)調(diào)組織,完善治理結(jié)構(gòu)。根據(jù)歐盟經(jīng)驗(yàn),我國城市群治理機(jī)構(gòu)的功能應(yīng)該涵蓋決策、執(zhí)行、監(jiān)督和調(diào)解等主要公共政策階段,如此才能對區(qū)域政策過程面實(shí)行全面保障,保證區(qū)域合作事務(wù)的真正落實(shí)。當(dāng)前,除了少數(shù)城市群(武漢城市群和長株潭群)建立了較為完整的組織體系,多數(shù)城市群仍然通過松散的聯(lián)席會議制度開展合作,有必要建立常設(shè)性的、涵蓋政策主要階段的組織體系。2.擴(kuò)大參與、增強(qiáng)協(xié)商,提升區(qū)域政
