【摘要】：在我國當(dāng)前的供給側(cè)改革中,要正確處理好政府和市場(chǎng)的關(guān)系,在發(fā)揮市場(chǎng)在資源配置中的決定性作用的同時(shí),政府的經(jīng)濟(jì)職能也應(yīng)不斷創(chuàng)新和改進(jìn)。在討論政府失靈問題的基礎(chǔ)上,提出供給側(cè)改革中改革的首要對(duì)象是政府的經(jīng)濟(jì)職能,核心是對(duì)其進(jìn)行權(quán)力限制,改革的根本是制度、規(guī)則和法律保障的供給,并從政府對(duì)市場(chǎng)作用的過程和效果角度,按照政府職能的比較優(yōu)勢(shì),提出政府的六大經(jīng)濟(jì)職能維度:服務(wù)、公平、效率、穩(wěn)定、發(fā)展和協(xié)調(diào)。
[Abstract]:In the current supply-side reform of our country, we should correctly handle the relationship between the government and the market, give play to the decisive role of the market in the allocation of resources, at the same time, the economic function of the government should be constantly innovated and improved. On the basis of discussing the problem of government failure, the paper points out that the primary object of supply-side reform is the government's economic function, the core is to restrict its power, and the fundamental reform is the supply of system, rules and legal guarantee. From the perspective of the process and effect of the government's role on the market, according to the comparative advantages of the government's functions, this paper puts forward six dimensions of the government's economic functions: service, fairness, efficiency, stability, development and coordination.
