【摘要】：就業(yè)是民生之本,事關(guān)一個(gè)國(guó)家的經(jīng)濟(jì)發(fā)展、社會(huì)穩(wěn)定和人民幸福。對(duì)政府來(lái)說(shuō),促進(jìn)就業(yè)是政府應(yīng)有的職能和責(zé)任。在擁有豐富人力資源的發(fā)展中國(guó)家——越南,就業(yè)問(wèn)題尤為迫切,因此,研究政府如何促進(jìn)就業(yè),如何發(fā)揮作用,很有現(xiàn)實(shí)意義。事實(shí)上,促進(jìn)就業(yè)是越南黨和國(guó)家現(xiàn)在特別感興趣的一個(gè)經(jīng)濟(jì)社會(huì)問(wèn)題。在政策制定和執(zhí)行方面,自黨重建(1986年)以來(lái),國(guó)家和社會(huì)一直在努力創(chuàng)造給勞動(dòng)者更多的就業(yè)機(jī)會(huì)；在經(jīng)濟(jì)轉(zhuǎn)型成為商品經(jīng)濟(jì)下的國(guó)有主導(dǎo)的社會(huì)主義管理的市場(chǎng)機(jī)制,國(guó)家針對(duì)就業(yè),投資和發(fā)展,實(shí)施了一系列廣泛的擴(kuò)大生產(chǎn)和服務(wù)行業(yè)多元化的政策；為了滿足就業(yè)供需平衡,促進(jìn)就業(yè)發(fā)展,設(shè)立了勞動(dòng)力市場(chǎng)。據(jù)統(tǒng)計(jì),在1996-2000年期間,越南每年就創(chuàng)造了12萬(wàn)個(gè)就業(yè)崗位；在2001-2010年間,每年創(chuàng)造了17萬(wàn)個(gè)新崗位。與此同時(shí),調(diào)整就業(yè)結(jié)構(gòu),提高制造業(yè)和服務(wù)業(yè)工人的比例,降低農(nóng)業(yè)勞動(dòng)人口的比例。這些措施促進(jìn)了就業(yè)的發(fā)展,取得了一定的成效,但也還有很大的改進(jìn)空間。近年來(lái),越南諒山省自然增長(zhǎng)的人口及外來(lái)人口逐漸增加,人口壓力和就業(yè)壓力有增無(wú)減,影響了城市化進(jìn)程和質(zhì)量,造成了一定的社會(huì)問(wèn)題。本文在借鑒其它國(guó)家經(jīng)驗(yàn)的基礎(chǔ)上,以政府職能、人力資源開(kāi)發(fā)和勞動(dòng)力轉(zhuǎn)移等相關(guān)理論為視角,研究如何充分發(fā)揮政府促進(jìn)就業(yè)的職能,推動(dòng)農(nóng)村勞動(dòng)力轉(zhuǎn)移,發(fā)揮政府在促進(jìn)就業(yè)中的積極作用,以解決諒山省農(nóng)村地區(qū)剩余勞動(dòng)力的就業(yè)問(wèn)題,并找到促進(jìn)社會(huì)及經(jīng)濟(jì)發(fā)展的有效路徑。
[Abstract]:Employment is the foundation of people's livelihood, which is related to a country's economic development, social stability and people's happiness. To the government, promoting employment is the government's function and responsibility. In Vietnam, a developing country with abundant human resources, the problem of employment is particularly urgent. Therefore, it is of practical significance to study how the government promotes employment and how to play its role. In fact, promoting employment is an economic and social issue of particular interest to the Vietnamese party and state. In terms of policy formulation and implementation, since the reconstruction of the Party (1986), the State and society have been striving to create more employment opportunities for workers; in the process of economic transformation, they have become the market mechanism of the state-owned dominant socialist management under the commodity economy. For employment, investment and development, the state has implemented a series of policies to expand the diversification of production and service industries; in order to meet the balance of supply and demand of employment and promote the development of employment, the labor market has been established. According to statistics, Vietnam created 120000 jobs a year between 1996 and 2000 and 170000 new jobs a year between 2001-2010. At the same time, adjust the structure of employment, increase the proportion of manufacturing and service workers, and reduce the proportion of agricultural workers. These measures have promoted the development of employment, achieved some results, but there is still a lot of room for improvement. In recent years, the natural increase of population and foreign population in Lang Shan Province of Vietnam is increasing gradually, the pressure of population and employment is increasing unabated, which has affected the process and quality of urbanization and caused certain social problems. Based on the experience of other countries, this paper studies how to give full play to the government's function of promoting employment and promoting the transfer of rural labor force from the perspective of government function, human resource development and labor force transfer. The government should play an active role in promoting employment in order to solve the employment problem of surplus labor force in the rural areas of Langshan province and find an effective way to promote social and economic development.
