【摘要】：本文將社會(huì)資本方的技術(shù)和管理優(yōu)勢(shì)對(duì)項(xiàng)目的綜合成本的節(jié)約作用考慮在內(nèi),同時(shí)分析社會(huì)資本方和政府方的融資成本差異對(duì)綜合成本的影響,通過建立股權(quán)結(jié)構(gòu)模型,將PPP項(xiàng)目與傳統(tǒng)項(xiàng)目的綜合成本進(jìn)行比較,得出了社會(huì)資本方的股權(quán)比例范圍。研究表明,適當(dāng)提高社會(huì)資本方的技術(shù)和管理準(zhǔn)入門檻,創(chuàng)造良好的融資環(huán)境,以及提供多重補(bǔ)償激勵(lì)機(jī)制,降低社會(huì)資本方的融資成本,更有利于PPP實(shí)現(xiàn)物有所值(VFM)。
[Abstract]:This paper takes the technical and management advantages of the social capital side into account and analyzes the influence of the difference between the financing cost of the social capital side and the government side on the comprehensive cost, and establishes the equity structure model.The comprehensive cost of PPP project is compared with that of traditional project, and the range of equity ratio of social capital is obtained.The research shows that raising the entry threshold of technology and management, creating a good financing environment, and providing multiple compensation and incentive mechanism to reduce the financing cost of the social capital side are more conducive to the realization of PPP value for money.
