【摘要】：本文把新型城鎮(zhèn)化建設(shè)看成一項(xiàng)系統(tǒng)工程,通過(guò)運(yùn)用系統(tǒng)科學(xué)的理論和方法,分析新型城鎮(zhèn)化建設(shè)系統(tǒng)存在的問(wèn)題,并從保障機(jī)制層面提出新型城鎮(zhèn)化建設(shè)的對(duì)策。首先,研究了新型城鎮(zhèn)化建設(shè)系統(tǒng)中城鎮(zhèn)產(chǎn)業(yè)布局建設(shè)、城鎮(zhèn)公共服務(wù)設(shè)施建設(shè)、城鎮(zhèn)生態(tài)建設(shè)、城鎮(zhèn)文化建設(shè)和城鎮(zhèn)社會(huì)治理等城鎮(zhèn)建設(shè)子系統(tǒng)存在的問(wèn)題。其次,運(yùn)用了系統(tǒng)科學(xué)原理分析城鎮(zhèn)化建設(shè)系統(tǒng)存在的問(wèn)題。其中,城鎮(zhèn)產(chǎn)業(yè)布局建設(shè)子系統(tǒng)存在產(chǎn)業(yè)結(jié)構(gòu)雷同、產(chǎn)業(yè)空間分布分散、產(chǎn)業(yè)布局與城鎮(zhèn)生態(tài)發(fā)展不平衡等問(wèn)題;城鎮(zhèn)公共服務(wù)設(shè)施子系統(tǒng)存在城鎮(zhèn)基礎(chǔ)設(shè)施建設(shè)無(wú)序、城鎮(zhèn)經(jīng)濟(jì)公共服務(wù)設(shè)施不系統(tǒng)和城鎮(zhèn)社會(huì)公共服務(wù)設(shè)施預(yù)測(cè)不足等問(wèn)題;城鎮(zhèn)生態(tài)建設(shè)子系統(tǒng)存在城鎮(zhèn)資源約束條件增多、城鎮(zhèn)環(huán)境污染嚴(yán)重和城鎮(zhèn)居住環(huán)境質(zhì)量下降等問(wèn)題;城鎮(zhèn)文化建設(shè)子系統(tǒng)存在主體性體現(xiàn)不夠、城鎮(zhèn)文化建設(shè)開(kāi)放性不夠和城鎮(zhèn)文化建設(shè)法律不協(xié)調(diào)等問(wèn)題;城鎮(zhèn)社會(huì)治理子系統(tǒng)存在政府社會(huì)治理目的性不夠明確、城鎮(zhèn)社區(qū)治理協(xié)同性未能發(fā)揮以及城鎮(zhèn)居民的社會(huì)治理適應(yīng)性不夠主動(dòng)等問(wèn)題。接著,運(yùn)用了層次分析法評(píng)價(jià)新型城鎮(zhèn)化建設(shè)系統(tǒng)。通過(guò)建立新型城鎮(zhèn)化建設(shè)系統(tǒng)的評(píng)價(jià)指標(biāo)體系以及評(píng)價(jià)模型,評(píng)價(jià)新型城鎮(zhèn)化建設(shè)系統(tǒng)的建設(shè)效果。最后,從機(jī)制層面研究新型城鎮(zhèn)化建設(shè)系統(tǒng)的保障機(jī)制。從新型城鎮(zhèn)化建設(shè)系統(tǒng)的時(shí)間維、邏輯維與知識(shí)維等方面,構(gòu)建新型城鎮(zhèn)化建設(shè)系統(tǒng)的霍爾三維結(jié)構(gòu)模型,分析新型城鎮(zhèn)化建設(shè)系統(tǒng)設(shè)計(jì)過(guò)程的步驟。為了解決產(chǎn)業(yè)布局建設(shè)子系統(tǒng)、公共服務(wù)設(shè)施子系統(tǒng)、生態(tài)建設(shè)子系統(tǒng)、文化建設(shè)子系統(tǒng)和城鎮(zhèn)社會(huì)治理子系統(tǒng)存在的問(wèn)題,提出了從引導(dǎo)機(jī)制、支撐機(jī)制和約束機(jī)制來(lái)建立新型城鎮(zhèn)化建設(shè)系統(tǒng)保障機(jī)制內(nèi)涵結(jié)構(gòu)模型。
[Abstract]:This paper regards the new-type urbanization construction as a systematic engineering, analyzes the problems existing in the new-type urbanization construction system by using the theory and method of the system science, and puts forward the countermeasures for the new-type urbanization construction from the aspect of the safeguard mechanism.First of all, this paper studies the problems existing in the sub-systems of urban construction, such as urban industrial layout construction, urban public service facilities construction, urban ecological construction, urban cultural construction and urban social governance, etc.Secondly, the system science principle is used to analyze the problems existing in the urbanization construction system.Among them, there are some problems in the sub-system of urban industrial layout construction, such as the similarity of industrial structure, the dispersion of industrial space distribution, the imbalance between industrial layout and urban ecological development, and the disorder of urban infrastructure construction in the sub-system of urban public service facilities.Urban economic public service facilities are not systematic and the urban social public service facilities are not enough to predict, the urban ecological construction subsystem has the problems such as the increase of urban resource constraints, the serious urban environmental pollution and the decline of urban residential environment quality, and so on.There are some problems in the sub-system of urban cultural construction, such as the lack of subjectivity, the lack of openness in urban cultural construction and the incoordination of laws in urban cultural construction, the lack of clear purpose of government social governance in the sub-system of urban social governance.The synergy of urban community governance has not been brought into play and the adaptability of urban residents to social governance is not active enough.Then, the analytic hierarchy process is used to evaluate the new urbanization construction system.Through establishing the evaluation index system and evaluation model of the new urbanization construction system, the construction effect of the new type urbanization construction system is evaluated.Finally, the mechanism of the new urbanization construction system is studied from the mechanism level.From the aspects of time dimension, logic dimension and knowledge dimension of the new urbanization construction system, the Hall three-dimensional structural model of the new urbanization construction system is constructed, and the design process of the new urbanization construction system is analyzed.In order to solve the problems existing in industrial layout construction subsystem, public service facility subsystem, ecological construction subsystem, cultural construction subsystem and urban social governance subsystem, the guiding mechanism is put forward.Support mechanism and constraint mechanism to establish a new type of urbanization construction system security mechanism connotation structure model.
