準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目特許期問(wèn)題研究

【摘要】:近三十年來(lái),我國(guó)城市化進(jìn)程明顯加快,基礎(chǔ)設(shè)施的建設(shè)需求隨之增加。公私合作的PPP模式使大量的民間資金得以進(jìn)入基礎(chǔ)設(shè)施領(lǐng)域,為其建設(shè)注入了新的能量,緩解了政府部門(mén)的資金壓力,引入了先進(jìn)的技術(shù)手段和管理方法,提高了基礎(chǔ)設(shè)施的運(yùn)作效率;A(chǔ)設(shè)施可以分為經(jīng)營(yíng)性、準(zhǔn)經(jīng)營(yíng)性和非經(jīng)營(yíng)性基礎(chǔ)設(shè)施,其中準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施項(xiàng)目具有一定的收費(fèi)機(jī)制,但基于其正外部性,收費(fèi)價(jià)格不能以建設(shè)和運(yùn)作成本為基準(zhǔn),無(wú)法完全收回投資,可以運(yùn)用公共部門(mén)和私人部門(mén)共同合作的PPP模式進(jìn)行投資建設(shè)。通過(guò)特許經(jīng)營(yíng)的方式,項(xiàng)目公司從運(yùn)營(yíng)項(xiàng)目中獲得一定的收入,在特許期滿(mǎn)后將項(xiàng)目移交給政府部門(mén)。特許期是將公共部門(mén)和私人部門(mén)各自的權(quán)利、義務(wù)和職責(zé)劃分開(kāi)來(lái)的分界線(xiàn),它的合理確定是特許經(jīng)營(yíng)協(xié)議中的核心,是保證公私雙方權(quán)益的關(guān)鍵。目前準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目特許期的研究還不夠完善,針對(duì)這個(gè)問(wèn)題,本文的主要研究?jī)?nèi)容為:首先對(duì)基礎(chǔ)設(shè)施分類(lèi)的項(xiàng)目區(qū)分理論、公共物品理論、可銷(xiāo)售性理論進(jìn)行了分析,界定了準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施項(xiàng)目屬于準(zhǔn)公共物品,具有采用PPP模式進(jìn)行融資建設(shè)的可行性。通過(guò)分析國(guó)內(nèi)外研究機(jī)構(gòu)和學(xué)者對(duì)PPP的定義,界定了本文準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施項(xiàng)目PPP模式的內(nèi)涵,闡述了準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目的特點(diǎn),并在此基礎(chǔ)上說(shuō)明研究準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目特許期的必要性。其次對(duì)影響準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目特許期的幾個(gè)因素進(jìn)行描述,分析它們對(duì)特許期的作用機(jī)制,提出影響因素的確定方法。再次,闡述準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施PPP項(xiàng)目特許期決策方法——內(nèi)部收益率法、凈現(xiàn)值法、蒙特卡洛模擬法,對(duì)比分析各個(gè)方法的優(yōu)缺點(diǎn);結(jié)合博弈理論和委托-代理理論敘述特許期談判過(guò)程,論證了博弈模型決策法的適用性。最后,建立博弈決策模型,通過(guò)算例驗(yàn)證模型的可行性,并針對(duì)模型的應(yīng)用提出建議。
[Abstract]:In the past 30 years, the process of urbanization in China has been accelerated obviously, and the construction demand of infrastructure has increased.The PPP model of public-private partnership enables a large number of private funds to enter the field of infrastructure, injects new energy into its construction, alleviates the pressure on government funds, and introduces advanced technical means and management methods.The operation efficiency of infrastructure is improved.Infrastructure can be divided into operational, quasi-operational and non-operational infrastructure, in which quasi-operational infrastructure projects have a certain charging mechanism, but due to their positive externalities, the price of charges cannot be based on construction and operation costs.Can not fully recover investment, can use the public and private sector cooperation of the PPP model for investment and construction.Through franchising, the project company obtains certain revenue from the operation project and hands over the project to the government after the expiration of the concession.The concession period is the dividing line between the rights, obligations and duties of the public sector and the private sector. Its reasonable determination is the core of the franchise agreement and the key to the protection of the rights and interests of both public and private parties.At present, the research on the concession period of quasi-operational infrastructure PPP project is not perfect. In view of this problem, the main contents of this paper are as follows: firstly, the theory of project differentiation, the theory of public goods, the theory of classification of infrastructure, and the theory of public goods.The theory of marketability is analyzed, and the quasi-operational infrastructure project is defined as quasi-public goods, which has the feasibility of financing construction with PPP model.By analyzing the definition of PPP by domestic and foreign research institutions and scholars, this paper defines the connotation of PPP model of quasi-operational infrastructure projects, and expounds the characteristics of quasi-operational infrastructure PPP projects.On the basis of this, the necessity of studying the concession period of quasi-operational infrastructure PPP project is explained.Secondly, several factors affecting the concession period of quasi-operational infrastructure PPP project are described, the mechanism of their effects on the concession period is analyzed, and the method of determining the influencing factors is put forward.Thirdly, the paper expounds the concession decision methods of quasi-operating infrastructure PPP projects, such as internal rate of return method, net present value method, Monte Carlo simulation method, and compares and analyzes the advantages and disadvantages of each method.Combining the game theory and the principal-agent theory, the franchise negotiation process is described, and the applicability of the game model decision method is demonstrated.Finally, a game decision model is established, and the feasibility of the model is verified by an example, and some suggestions for its application are put forward.
