【摘要】：改革開放至今,隨著我國(guó)經(jīng)濟(jì)的飛速發(fā)展、人口的快速增長(zhǎng),2012年中國(guó)的城市化率就已突破50%。城市化高速發(fā)展使得城鎮(zhèn)居民對(duì)城市基礎(chǔ)設(shè)施的需求也越來越多、要求也越來越高,然而單一的投資渠道使得政府在城市基礎(chǔ)設(shè)施項(xiàng)目中的資金投入依然有限,為了解決政府在城市基礎(chǔ)設(shè)施建設(shè)的“資金瓶頸”,我國(guó)政府廣泛吸引民間資本,逐漸對(duì)非經(jīng)營(yíng)性或準(zhǔn)經(jīng)營(yíng)性基礎(chǔ)設(shè)施建設(shè)項(xiàng)目采用BT模式進(jìn)行投融資建設(shè)。由此,BT項(xiàng)目實(shí)施階段的投資控制問題也變得越來越重要。本文站在BT項(xiàng)目發(fā)起人的角度,基于建設(shè)項(xiàng)目投資控制、工程造價(jià)管理以及BT模式的基本理論和方法,分析了BT項(xiàng)目發(fā)起人在投資控制中存在的問題,分別對(duì)BT項(xiàng)目發(fā)起人在BT項(xiàng)目合同階段和施工階段的投資控制進(jìn)行分析并提供了控制方法和策略,確保BT項(xiàng)目發(fā)起人的實(shí)際總投資不超過BT項(xiàng)目的投資目標(biāo)。主要研究?jī)?nèi)容如下:(1)在BT項(xiàng)目合同階段,對(duì)BT項(xiàng)目合同價(jià)款進(jìn)行解構(gòu),依據(jù)技術(shù)經(jīng)濟(jì)理論中的資金時(shí)間價(jià)值理論,分別討論了等額本息、等額本金和變比例不均衡三種支付方式下回購(gòu)期融資費(fèi)用的計(jì)算,構(gòu)建了BT項(xiàng)目合同價(jià)款確定模型。還對(duì)影響B(tài)T項(xiàng)目資金成本的關(guān)鍵因素進(jìn)行識(shí)別,并結(jié)合案例對(duì)關(guān)鍵影響因素進(jìn)行了對(duì)比分析,給出了這些影響參數(shù)的合理設(shè)置和影響因素的控制措施。研究結(jié)論為設(shè)定合理的合同總價(jià),確定投資控制的靜態(tài)目標(biāo)奠定基礎(chǔ)、提供支持。(2)在BT項(xiàng)目施工階段,通過分析BT項(xiàng)目合同價(jià)款和回購(gòu)價(jià)款的關(guān)系,識(shí)別出工程變更、工程索賠以及價(jià)款調(diào)整是引起追加合同價(jià)款的三大主要因素,并分別從工程變更、工程索賠、價(jià)款調(diào)整三個(gè)方面對(duì)BT項(xiàng)目施工階段的投資控制進(jìn)行研究,提出了施工階段投資的控制方法。
[Abstract]:Since the reform and opening up to date, with the rapid development of our economy and the rapid growth of population, the urbanization rate of China has exceeded 50% in 2012. The rapid development of urbanization has made the urban residents' demand for urban infrastructure more and more, and the demand for urban infrastructure is also getting higher and higher. However, the single investment channel makes the government's investment in urban infrastructure projects still limited. In order to solve the "capital bottleneck" of the government in urban infrastructure construction, the Chinese government extensively attracts private capital. The investment and financing construction of non-profit-making or quasi-operational infrastructure construction projects has gradually adopted BT mode. Therefore, the investment control problem in the implementation phase of BT projects is becoming more and more important. This paper stands in the perspective of the sponsors of BT projects. Based on the basic theories and methods of construction project investment control, project cost management and BT mode, the problems of BT project sponsors in investment control are analyzed. This paper analyzes the investment control of BT project promoters in the phase of BT project contract and construction, and provides the control method and strategy. Ensure that the actual total investment of the initiators of the BT project does not exceed the investment target of the BT project. The main research contents are as follows: 1) in the BT project contract stage, the cost of the BT project contract is deconstructed, and based on the theory of the time value of funds in the theory of technology and economy, This paper discusses the calculation of the financing cost of the repo period under the three payment modes of equal principal and interest, equal principal and variable proportion imbalance, constructs the model of determining the contract price of BT project, and identifies the key factors that affect the cost of BT project. By comparing and analyzing the key influencing factors, the reasonable setting of these influence parameters and the control measures of the influencing factors are given. The research conclusion lays the foundation for setting the reasonable total contract price and determining the static target of investment control. During the BT project construction phase, by analyzing the relationship between the contract price and the repo price of the BT project, we can identify the three major factors that cause the additional contract price, such as project change, project claim and price adjustment. The investment control of BT project in construction stage is studied from three aspects of engineering change, project claim and price adjustment, and the control method of investment in construction stage is put forward.
