【摘要】：城市公共基礎(chǔ)設(shè)施的供給與需求相協(xié)調(diào)是城市公共設(shè)施效用實現(xiàn)的前提。從供給水平與社會需求兩個層面構(gòu)建城市公共基礎(chǔ)設(shè)施系統(tǒng)的供需協(xié)調(diào)評價模型,以我國2000~2012年的時間序列數(shù)據(jù)為樣本,通過均方差決策法對各指標賦權(quán),實證分析供需協(xié)調(diào)狀況。結(jié)果表明:從2005年開始,我國城市能源設(shè)施供給水平大于社會需求,影響了該設(shè)施的供求協(xié)調(diào)度,而環(huán)境設(shè)施的供給水平長期不能滿足社會需求,引起該設(shè)施的供求協(xié)調(diào)度下降。因此,在現(xiàn)階段適時調(diào)整能源設(shè)施供給水平,尤其是加大環(huán)境設(shè)施的供給力度,力求能源與環(huán)境公共設(shè)施的供給水平與社會需求保持相對協(xié)調(diào)發(fā)展,是提高我國城市公共基礎(chǔ)設(shè)施系統(tǒng)供求協(xié)調(diào)度的當務(wù)之急。
[Abstract]:The coordination of supply and demand of urban public infrastructure is the premise to realize the utility of urban public facilities. The evaluation model of supply and demand coordination of urban public infrastructure system is constructed from the two levels of supply level and social demand. Based on the time series data from 2000 to 2012 in China, this paper gives an empirical analysis of the coordination of supply and demand through the method of mean-variance decision making. The results show that the supply level of urban energy facilities in China is larger than the social demand since 2005. It affects the coordination of supply and demand of the facility, but the supply level of environmental facilities cannot meet the social demand for a long time, which causes the coordination degree of supply and demand of the facility to decrease. Therefore, at the present stage, the supply level of energy facilities should be adjusted at the right time. Especially, it is urgent to increase the supply of environmental facilities and to keep the supply level of energy and environmental public facilities in harmony with the social demand, which is an urgent task to improve the coordination of supply and demand of urban public infrastructure system in China.
