【摘要】：《中共中央關(guān)于制定國民經(jīng)濟和社會發(fā)展第十三個五年規(guī)劃的建議》的核心內(nèi)容可以概括為"1+5+50"。所謂"1",就是要全面建成小康社會,今后五年黨和國家各項任務(wù),歸結(jié)起來就是奪取全面建成小康社會決勝階段的偉大勝利,實現(xiàn)第一個百年奮斗目標。"5",就是五大發(fā)展理念,是"十三五"規(guī)劃的靈魂�！督ㄗh》非常鮮明的特點,就是圍繞五大發(fā)展理念來謀篇布局,提出今后五年的主要任務(wù)。"50",就是《建議》中提出的一系列戰(zhàn)略、工程、計劃、行動和新的制度安排,加起來大概有50項,包括十大計劃、十大行動、十大工程等。
