【摘要】：我國(guó)如今正處于城鎮(zhèn)化進(jìn)程中,城鎮(zhèn)化是一個(gè)歷史發(fā)展的過程,在這個(gè)發(fā)展過程中,社會(huì)的人口數(shù)量、社會(huì)生活方式和經(jīng)濟(jì)方式等都發(fā)生巨大的變動(dòng),身處這樣一個(gè)偉大的歷史過程中,如何處理社會(huì)、經(jīng)濟(jì)、人口、制度、資源等方面的關(guān)系,解決其間發(fā)生的問題是擺在全國(guó)人民、政府以及廣大學(xué)者面前的艱巨任務(wù)。在所有這些影響因素中,最重要的因素就是制度,因?yàn)閺谋举|(zhì)上說,城鎮(zhèn)化就是在現(xiàn)有的規(guī)章制度所賦予的約束范圍內(nèi),對(duì)人口、土地、勞動(dòng)和資本等經(jīng)濟(jì)要素進(jìn)行整合并逐漸向城鎮(zhèn)集聚的過程,這一過程的產(chǎn)生要以制度為準(zhǔn)則。當(dāng)實(shí)行的相關(guān)制度和城鎮(zhèn)化發(fā)展的潛在要求同步或者是超前時(shí),就會(huì)推動(dòng)或加速城鎮(zhèn)化發(fā)展,否則就會(huì)延緩甚至阻礙城鎮(zhèn)化發(fā)展。因此,必須要審視現(xiàn)存的規(guī)章制度及其實(shí)施過程,要時(shí)時(shí)保持對(duì)制度的敏感性,保證制度與經(jīng)濟(jì)發(fā)展、城鎮(zhèn)化發(fā)展的進(jìn)程相匹配,推動(dòng)而非阻礙城鎮(zhèn)化發(fā)展,這就是實(shí)現(xiàn)我國(guó)城鎮(zhèn)化健康穩(wěn)定發(fā)展的當(dāng)務(wù)之急。
[Abstract]:China is now in the process of urbanization. Urbanization is a process of historical development. In this process of development, great changes have taken place in the number of people, the way of social life and the way of economy, etc. In such a great historical process, how to deal with the social, economic, demographic, institutional, resource, and other aspects of the relationship, and solve the problems that occur in the national people, Of all these influencing factors, the most important factor is the system, because, in essence, urbanization is, within the constraints imposed by the existing rules and regulations, on the population, on the land, The process of integration of economic elements such as labor and capital and gradually agglomeration into cities and towns should be based on institution. When the relevant institutions are implemented and the potential requirements of urbanization are synchronized or ahead of time, It will promote or accelerate the development of urbanization, otherwise it will delay or even hinder the development of urbanization. Therefore, it is necessary to examine the existing rules and regulations and their implementation process, to maintain constant sensitivity to the system and to ensure the development of the system and the economy. It is urgent to realize the healthy and stable development of urbanization in China.
