公平正義視閾下的蘇州市區(qū)就業(yè)援助研究

【摘要】:就業(yè)援助的公平性是促進(jìn)就業(yè)、穩(wěn)定就業(yè)的前提條件,主要包括接受援助的權(quán)利平等、獲得援助的機(jī)會均等以及援助結(jié)果的公平等多個(gè)方面。實(shí)施公平的就業(yè)援助可幫助就業(yè)困難人員實(shí)現(xiàn)就業(yè),獲得生存發(fā)展權(quán),也有利于促進(jìn)就業(yè),保障社會的和諧發(fā)展。黨的十八屆三中全會提出要“促進(jìn)以高校畢業(yè)生為重點(diǎn)的青年就業(yè)和農(nóng)村轉(zhuǎn)移勞動(dòng)力、城鎮(zhèn)困難人員、退役軍人就業(yè)。”就業(yè)援助必將成為穩(wěn)定就業(yè)形勢、構(gòu)建和諧社會的重要內(nèi)容。本文以蘇州市市區(qū)的就業(yè)援助為研究對象。首先,對公平正義觀進(jìn)行理論解讀,為全文奠定理論基礎(chǔ)。其次,以蘇州市市區(qū)為例,介紹就業(yè)援助的歷史發(fā)展階段和就業(yè)援助的主體、客體、實(shí)施途徑、政策支持、資金來源等主要內(nèi)容。對就業(yè)援助的起點(diǎn)公平、過程公平和結(jié)果公平進(jìn)行剖析。本文認(rèn)為,在就業(yè)援助的起點(diǎn)公平方面存在著戶籍限制和就業(yè)困難人員認(rèn)定界限缺乏合理的利益歸屬問題;在過程公平方面,就業(yè)援助存在著高度行政化、功能不均衡和地區(qū)不平衡方面的問題;在結(jié)果公平性方面,就業(yè)援助存在著促進(jìn)就業(yè)成效不高、創(chuàng)業(yè)扶持偏差以及保障水平滯后等問題。本文借鑒了英國、美國、日本和香港等地的就業(yè)援助,最后針對就業(yè)援助起點(diǎn)、過程和結(jié)果公平性所存在的問題提出了完善就業(yè)困難人員認(rèn)定模式、提高就業(yè)援助的配套服務(wù)以及構(gòu)建多層次的就業(yè)援助等建議。
[Abstract]:The equity of employment assistance is a prerequisite for promoting employment and stabilizing employment, mainly including equal rights to receive assistance. Equality of opportunity in access to assistance and equity in the results of aid... the implementation of equitable employment assistance can help persons in difficult employment to achieve employment, acquire the right to survival and contribute to employment promotion, Ensuring the harmonious development of society. The third Plenary session of the 18 CPC Central Committee put forward that "promoting the employment of young people with emphasis on college graduates and the transfer of labor in rural areas, the employment of people in difficulty in cities and towns, and the employment of retired servicemen." Employment assistance will surely become a stable employment situation. This paper takes the employment assistance of Suzhou city as the research object. Firstly, it makes a theoretical interpretation of the view of fairness and justice, which lays the theoretical foundation for the whole text. Secondly, taking Suzhou city as an example, the article takes the urban area of Suzhou as an example. This paper introduces the historical development stage of employment assistance and the main contents of employment assistance, such as the subject, object, implementation approach, policy support, source of funds, etc. It analyzes the starting point, process fairness and result equity of employment assistance. In the aspect of the starting point of employment assistance, there are problems such as the limitation of household registration and the lack of reasonable interest attribution in the boundary of employment difficulty personnel, and in the aspect of process fairness, the employment assistance has a high degree of administration. In terms of the fairness of the results, the employment assistance has some problems, such as poor employment promotion, bias in entrepreneurship support and lagging security level. This paper draws lessons from the United Kingdom, the United States, the United States, and the United States, the United States, the United States, the United States, the United States, and the United States. Japan and Hong Kong and other places of employment assistance, finally in view of the employment assistance starting point, the process and the results of the problems of fairness, put forward to improve the employment difficulty personnel identification model. To improve employment assistance support services and to build multi-level employment assistance and other proposals.
