【摘要】：隨著城市化進(jìn)程的不斷加快和人們生活水平的日益提高,花卉作為一個(gè)生態(tài)性、朝陽(yáng)性的產(chǎn)業(yè)而崛起,逐漸受到政府的重視和群眾的關(guān)注。近10多年來,世界花卉業(yè)以平均10%以上的速度增長(zhǎng),是世界最具有活力的產(chǎn)業(yè)之一。改革開放以來,我國(guó)花卉產(chǎn)業(yè)有了快速的發(fā)展,已經(jīng)成為世界花卉生產(chǎn)大國(guó)。2009年海南國(guó)際旅游島建設(shè)上升為國(guó)家戰(zhàn)略,而在2011年,海南省委、省政府做出啟動(dòng)“綠化寶島”工程建設(shè)的重大決策,特別是2012年6月《�？谑芯G化寶島工程建設(shè)實(shí)施方案》經(jīng)十五屆市政府第四次常務(wù)會(huì)議審議通過,提出了到2015年,規(guī)劃實(shí)施通道綠化、村莊綠化、河流水庫(kù)綠化、海防林建設(shè)、林業(yè)開發(fā)建設(shè)、城市森林建設(shè)、濕地保護(hù)工程、盆景花卉與種苗工程等“八項(xiàng)綠化工程”,構(gòu)建“綠環(huán)圍繞、綠色穿插、綠點(diǎn)均布”的綠化格局。由此可見,海南省花卉苗木產(chǎn)業(yè)具有巨大的發(fā)展?jié)摿�。本文基于�？赬P鎮(zhèn)的實(shí)際情況和蘭花產(chǎn)業(yè)發(fā)展現(xiàn)狀,運(yùn)用可行性研究的相關(guān)理論和方法,在充分市場(chǎng)調(diào)查基礎(chǔ)上,提出并設(shè)計(jì)XP鎮(zhèn)蘭花產(chǎn)業(yè)園建設(shè)項(xiàng)目。從宏觀環(huán)境評(píng)估、市場(chǎng)前景分析出發(fā)進(jìn)行項(xiàng)目規(guī)劃,并對(duì)項(xiàng)目財(cái)務(wù)和風(fēng)險(xiǎn)評(píng)價(jià)做出預(yù)估。得出如下結(jié)論:(1)海口市XP鎮(zhèn)的自然氣候條件、產(chǎn)業(yè)發(fā)展基礎(chǔ)和社會(huì)狀況都合適該項(xiàng)目的開展。本項(xiàng)目應(yīng)該定位為以花卉苗木標(biāo)準(zhǔn)化生產(chǎn)示范、交易物流和園藝博覽為核心內(nèi)容,集娛樂休閑、婚慶度假、科研開發(fā)和科普教育為一體的集約化、現(xiàn)代化、標(biāo)準(zhǔn)化和專業(yè)化的熱帶蘭花產(chǎn)業(yè)園。(2)項(xiàng)目建成后主要出售熱帶蘭花產(chǎn)品和蘭花觀光度假服務(wù),項(xiàng)目具有良好的市場(chǎng)前景。(3)通過對(duì)項(xiàng)目投資回收期、NPV、ROI、ROE、IRR指標(biāo)進(jìn)行測(cè)算,項(xiàng)目具有良好的盈利能力;(4)項(xiàng)目面臨的較大的不確定性是經(jīng)營(yíng)收入和經(jīng)營(yíng)成本的變動(dòng),且該兩項(xiàng)因素對(duì)項(xiàng)目的盈利能力影響較大,應(yīng)當(dāng)注意防范產(chǎn)生該兩項(xiàng)變化的風(fēng)險(xiǎn)。
[Abstract]:With the rapid development of urbanization and the improvement of people's living standard, flowers, as an ecological and positive industry, have been paid more and more attention by the government and the masses. The world flower industry is growing at an average rate of more than 10%. It is one of the most dynamic industries in the world. Since the reform and opening up, China's flower industry has developed rapidly. In 2009, the construction of Hainan International Tourism Island was upgraded to a national strategy. In 2011, the Hainan Provincial Committee and the provincial government made a major decision to start the construction of the "Greening Treasure Island" project. In particular, on June 2012, the implementation Plan for the Greening of Baodao Project in Haikou City was examined and approved by the 4th standing meeting of the 15 Municipal Government, and it was put forward that by 2015, the planning and implementation of channel greening, village greening, river and reservoir greening, and coastal defense forest construction should be carried out. "eight greening projects", such as forestry development and construction, urban forest construction, wetland protection project, potted landscape flower and seedling engineering, etc., to construct the greening pattern of "green ring around, green interspersed with green spots". Hainan's flower and seedling industry has great development potential. Based on the actual situation of Haikou XP town and the present situation of orchid industry development, this paper applies the relevant theory and method of feasibility study, on the basis of full market investigation. Put forward and design the construction project of the orchid industry park of XP town. Proceed from macroscopic environment evaluation, market prospect analysis to carry on the project planning, and make the forecast to project finance and risk evaluation. Draw the following conclusion: 1) the natural climate condition of Haikou XP town. The industrial development foundation and social conditions are suitable for the development of the project. The project should be oriented to take the standardized production demonstration of flowers and seedlings, trade logistics and horticultural expo as the core contents, collect entertainment, leisure, wedding and vacation, The intensive, modernized, standardized and specialized Tropical Orchid Industry Park. 2) after the completion of the project, it mainly sells tropical orchid products and orchid sightseeing vacation services. The project has a good market prospect. (3) through the calculation of the project investment recovery period, the project has a good profitability. The great uncertainty facing the project is the change of operating income and operating cost. These two factors have great influence on the profitability of the project, so we should take precautions against the risk of these two changes.
