【摘要】：在當(dāng)今的中國,不管是可持續(xù)發(fā)展的需要,還是迫于國際承諾的壓力,都需要采取切實可行的措施節(jié)能降耗。目前來講,靠產(chǎn)業(yè)結(jié)構(gòu)調(diào)整實現(xiàn)節(jié)能降耗的空間越來越小,節(jié)能降耗工作需要真正地通過節(jié)能改造等技術(shù)手段以及細化、分解能耗指標(biāo)等管理手段實現(xiàn)內(nèi)涵促降。北京作為首都,更要首當(dāng)其沖,率先垂范,走在全國節(jié)能工作的前列。對于節(jié)能改造來講,資金、技術(shù)、風(fēng)險等是極大的制約因素,合同能源管理正好解決了這些問題,這種節(jié)能新機制旨在克服制約節(jié)能改造的主要市場障礙,為實現(xiàn)節(jié)能改造提供了一個很好的平臺。國內(nèi)外的實踐證明,合同能源管理是行之有效的節(jié)能措施,可以大大降低用能單位節(jié)能改造的資金和技術(shù)風(fēng)險,充分調(diào)動用能單位節(jié)能改造的積極性,最終實現(xiàn)節(jié)能服務(wù)公司、用能單位、政府、社會多方共贏的結(jié)果。從2009年開始,合同能源管理在北京實質(zhì)性開展并進入快速發(fā)展階段,但幾年的實踐下來,并沒有取得預(yù)期的效果。本論文是在分析了北京市合同能源管理的現(xiàn)狀、實際發(fā)展需求的情況下立題,旨在深入了解了本市合同能源管理的發(fā)展?fàn)顩r,搞清楚推進合同能源管理過程中的制約因素以及在實施合同能源管理過程中存在的主要問題與困難,然后根據(jù)存在的主要問題,結(jié)合實際情況給出針對性的解決建議。本課題的主要工作是通過實地走訪、調(diào)查問卷、參與考核等方式對本市重點用能單位、節(jié)能服務(wù)公司、合同能源管理項目、第三方節(jié)能量審核機構(gòu)進行了廣泛而深入的調(diào)研。對于調(diào)研取得的數(shù)據(jù)與結(jié)果,通過統(tǒng)計分析方法,找出目前北京市實施合同能源管理存在的主要矛盾與問題。本論文對其中突出的10類問題進行了系統(tǒng)地梳理與分析并分別提出了針對性的產(chǎn)業(yè)對策與建議。本課題研究成果將會對合同能源管理在北京更好更快的發(fā)展以及北京市的節(jié)能減排工作產(chǎn)生積極的影響。
[Abstract]:In today's China, whether it is the need for sustainable development or the pressure of international commitments, it is necessary to take practical measures to save energy and reduce consumption. At present, there is less and less room for energy saving and consumption reduction through industrial restructuring. Energy saving and consumption reduction work needs to truly realize the connotation of promoting health through technical means such as energy-saving transformation and management means such as refining and decomposing energy consumption indicators. As the capital city, Beijing should bear the brunt and lead by example. We are at the forefront of energy conservation work in the country. For energy saving transformation, capital, technology, risk, and so on are great constraints. The contract energy management just solves these problems. This new energy-saving mechanism aims to overcome the major market barriers that restrict the energy-saving transformation and provides a good platform for the realization of energy-saving transformation. The practice at home and abroad has proved that the contract energy management is an effective energy-saving measure. It can greatly reduce the capital and technical risk of energy-saving transformation of energy-using units, fully mobilize the enthusiasm of energy-saving transformation of energy-using units, and ultimately realize the win-win results of energy-saving service companies, energy-using units, government and society. Since 2009, The contract energy management has been carried out substantively in Beijing and entered the stage of rapid development, but after several years of practice, it has not achieved the expected results. This paper analyzes the current situation of contract energy management in Beijing. In the case of actual development needs, the purpose of setting the topic is to gain an in-depth understanding of the development of contract energy management in this city. To find out the constraints in the process of promoting the contract energy management and the main problems and difficulties in the implementation of the contract energy management, and then according to the main problems, According to the actual situation, the main work of this project is to make use of energy units, energy-saving service companies, contract energy management projects through field visits, questionnaires, participation in examination and so on. The third-party energy saving audit organization has carried out extensive and in-depth research. For the data and results obtained from the research, the statistical analysis method is used. To find out the main contradictions and problems existing in the implementation of contract energy management in Beijing at present. This paper systematically combs and analyzes the 10 kinds of outstanding problems and puts forward the corresponding countermeasures and suggestions respectively. The research results will have a positive impact on the better and faster development of contract energy management in Beijing and the energy saving and emission reduction work in Beijing.
