【摘要】：建設(shè)領(lǐng)域多以工程建設(shè)為主,在用工方面數(shù)量龐大,一旦出現(xiàn)拖欠工資問題,不僅直接傷害到農(nóng)民工的情感,而且還將引發(fā)群體性事件,給社會(huì)的穩(wěn)定造成影響。對(duì)此,本文以成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資的政策為研究對(duì)象,通過文獻(xiàn)法、案例分析法以及調(diào)查法這些研究方法,在分析了《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》的制定背景以及取得一定效果的基礎(chǔ)上,重點(diǎn)論述了《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》在實(shí)際實(shí)施過程中存在的不足,進(jìn)而針對(duì)這些存在的問題,提出針對(duì)性的改進(jìn)策略,以此來推動(dòng)成都市更好地防范建設(shè)領(lǐng)域拖欠農(nóng)民工工資問題,保障建設(shè)領(lǐng)域農(nóng)民工的合法權(quán)益,維護(hù)成都市建設(shè)領(lǐng)域的正常秩序以及社會(huì)的穩(wěn)定。本文從七個(gè)方面,力求全面地對(duì)《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》的政策進(jìn)行研究,具體為:第一部分為緒論,主要論述了本文的研究背景和意義、國(guó)內(nèi)外研究現(xiàn)狀等,為本研究的開展奠定理論基礎(chǔ);第二部分為成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資政策概述,主要論述了成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資政策的頒布背景與發(fā)展階段、主要內(nèi)容及特點(diǎn)、執(zhí)行情況與實(shí)施效果;第三部分為《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》政策的模型分析,主要對(duì)《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》政策進(jìn)行綜合決策模型分析,并重點(diǎn)闡述了本研究分析問題的具體方向;第四部分為《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》實(shí)名制政策的分析,主要包括實(shí)名制政策實(shí)施情況分析、實(shí)名制管理過程中出現(xiàn)的不足及問題分析等;第五部分為《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》專用賬戶政策的分析,主要包括專用賬戶政策實(shí)施情況分析、專用賬戶政策在實(shí)施過程中出現(xiàn)的問題分析等;第六部分為《成都市建設(shè)領(lǐng)域防范拖欠農(nóng)民工工資管理辦法》中政府部門職責(zé)的分析,主要包括政府部門管理分工情況的分析、政府部門職責(zé)存在的問題,并提出了相應(yīng)的解決對(duì)策;第七部分為結(jié)論及展望,主要是對(duì)本文進(jìn)行總結(jié),并提出研究存在的問題及展望。
[Abstract]:The construction field is dominated by engineering construction, with a large number of workers employed. Once the issue of wage arrears appears, it will not only directly hurt the feelings of migrant workers, but also lead to mass incidents, which will have an impact on social stability. This paper takes the policy of preventing migrant workers' wages in arrears in the construction field of Chengdu as the research object, through the literature method, the case analysis method and the investigation method these research methods. Based on the analysis of the background of the "measures to prevent the arrears of migrant workers' wages" in the construction of Chengdu, and the results obtained, This paper mainly discusses the deficiency in the practical implementation of "measures to prevent the arrears of wages of migrant Workers in Chengdu Construction Field", and then puts forward corresponding improvement strategies in view of these existing problems. In order to promote Chengdu to better prevent the construction of migrant workers wages arrears, to protect the legitimate rights and interests of migrant workers in the construction field, to maintain normal order and social stability in the construction of Chengdu. This paper tries to make a comprehensive study on the policy of preventing the wage arrears of migrant workers in the construction field of Chengdu. The first part is the introduction, which mainly discusses the background and significance of this paper, the current research situation at home and abroad, and so on. The second part is an overview of the policy of preventing migrant workers' wage arrears in the field of construction in Chengdu, which mainly discusses the background and development stage of the policy of preventing migrant workers' wage arrears in the field of construction in Chengdu. The third part is the model analysis of the policy of preventing migrant workers' wage arrears in the field of Chengdu construction. This paper mainly analyzes the policy of preventing the arrears of migrant workers' wages in the construction field of Chengdu, and focuses on the specific direction of the research and analysis. The 4th part is the analysis of the real name policy, including the analysis of the implementation of the real name system, the deficiencies and problems in the real name system management. The 5th part is the analysis of the special account policy, including the analysis of the implementation of the special account policy and the analysis of the problems in the implementation of the special account policy. The 6th part is the analysis of the responsibilities of the government departments in the "measures for preventing migrant Workers' wages in arrears in Chengdu Construction", mainly including the analysis of the division of labor in the management of government departments, and the problems existing in the responsibilities of government departments. The conclusion and prospect of the 7th part are summarized, and the problems and prospects of the research are put forward.
