【摘要】：新型城鎮(zhèn)化是中國經(jīng)濟(jì)和社會發(fā)展的必然要求,是經(jīng)濟(jì)社會發(fā)展到一定階段的產(chǎn)物。改革開放以后,在城鎮(zhèn)化和工業(yè)化快速發(fā)展的背景下,農(nóng)村勞動力轉(zhuǎn)移到城鎮(zhèn)和非農(nóng)產(chǎn)業(yè)就業(yè)的現(xiàn)象越來越多,面臨的情況也越來越多。目前,我國還處于城鄉(xiāng)二元結(jié)構(gòu)的體制下,在這種體制未徹底轉(zhuǎn)變的情況下,農(nóng)村轉(zhuǎn)移人口依然是城市的邊緣人。即使他們已經(jīng)在城市找到工作,并且在城市生活,但他們依然屬于農(nóng)民,無法融入城市和獲得城市居民身份,無法平等地享受與市民同樣的福利待遇和公共服務(wù)。江西屬于中部欠發(fā)達(dá)地區(qū),其新型城鎮(zhèn)化建設(shè)需要得到大力推進(jìn),在農(nóng)民工市民化的建設(shè)中也存在著許多障礙。因此,如果農(nóng)民工市民化問題能夠得到很好的解決,那么新型城鎮(zhèn)化建設(shè)就能快速發(fā)展,國家改革也能順利進(jìn)行,對各方面都有重要的理論意義和現(xiàn)實意義。推進(jìn)農(nóng)民工的市民化是農(nóng)民工問題得以解決的根本辦法。本文以江西省農(nóng)民工為研究對象,主要研究了江西省農(nóng)民工市民化過程中遇到的問題,并在借鑒國內(nèi)外經(jīng)驗的基礎(chǔ)上,以現(xiàn)實為依據(jù),提出了對江西農(nóng)民工市民化的對策建議。本文的結(jié)構(gòu)內(nèi)容主要包括:第一部分緒論。主要介紹了選題的背景意義、國內(nèi)外研究現(xiàn)狀、以及研究思路和研究方法、主要創(chuàng)新點與不足之處。第二部分農(nóng)民工市民化的理論分析。主要闡述了城鄉(xiāng)二元結(jié)構(gòu)理論、人力資本理論以及基本公共服務(wù)均等化理論。并對研究涉及到的相關(guān)概念作了界定,闡述了新型城鎮(zhèn)化、農(nóng)民工及農(nóng)民工市民化的內(nèi)涵。第三部分對新型城鎮(zhèn)化進(jìn)程中江西農(nóng)民工市民化的現(xiàn)狀及問題分析。首先,研究了江西新型城鎮(zhèn)化的現(xiàn)狀以及江西農(nóng)民工市民化的現(xiàn)狀;其次,對新型城鎮(zhèn)化為農(nóng)民工市民化帶來的機(jī)遇和挑戰(zhàn)進(jìn)行了分析;最后,在現(xiàn)實情況的基礎(chǔ)上,從政府制度障礙、農(nóng)民工自身障礙、企業(yè)障礙和社會因素障礙這四個角度對江西農(nóng)民工市民化中存在的問題進(jìn)行了剖析。第四部分借鑒國內(nèi)外的經(jīng)驗為江西的農(nóng)民工市民化提供參考建議。考慮到國外工業(yè)化、現(xiàn)代化發(fā)展較早,對于農(nóng)村人口轉(zhuǎn)移也具有豐富經(jīng)驗,本文就英國和日本兩個國家的農(nóng)村人口轉(zhuǎn)移歷史進(jìn)行了梳理,研究了兩國農(nóng)民人口轉(zhuǎn)移的基本情況,相關(guān)政策以及政策特點。再分析了國內(nèi)最早使用“積分制”管理模式的廣東省中山市小欖鎮(zhèn)的農(nóng)民工市民化管理情況,為江西農(nóng)民工的市民化在正確認(rèn)識農(nóng)民工市民化、促進(jìn)就業(yè)、發(fā)揮社會組織作用和建立穩(wěn)定的制度以及激勵獎懲機(jī)制方面提供了積極的經(jīng)驗借鑒。第五部分對江西的農(nóng)民工市民化建設(shè)提出的對策和建議。分別從完善相關(guān)的制度、提高農(nóng)民工的自身素質(zhì)、強(qiáng)化企業(yè)對農(nóng)民工的責(zé)任感以及營造社會文化氛圍四個方面展開了闡述。
[Abstract]:New urbanization is the inevitable requirement of China's economic and social development and the product of economic and social development to a certain stage. After the reform and opening up, under the background of rapid development of urbanization and industrialization, The phenomenon of rural labor force transferring to urban and non-agricultural industries is more and more, and the situation is more and more. At present, our country is still in the system of urban-rural dual structure, but this system has not completely changed. Rural migrants are still marginal people in cities. Even though they have found jobs in cities and live in cities, they still belong to farmers, unable to integrate into cities and get urban citizenship. Jiangxi is an underdeveloped region in the central region, and its new urbanization construction needs to be vigorously promoted, and there are many obstacles in the construction of migrant workers' citizenship. If the citizen problem of migrant workers can be solved well, then the construction of new types of urbanization can develop rapidly and the national reform can proceed smoothly. It is of great theoretical and practical significance to all aspects. To promote the urbanization of migrant workers is the fundamental method to solve the problem of migrant workers. This paper takes the migrant workers of Jiangxi Province as the research object. This paper mainly studies the problems encountered in the process of urbanization of migrant workers in Jiangxi Province, and on the basis of drawing lessons from domestic and foreign experience, based on the reality, The main contents of this paper are as follows: the first part is the introduction. It mainly introduces the background significance of the topic, the current research situation at home and abroad, as well as the research ideas and research methods. The second part is the theoretical analysis of the urbanization of migrant workers. It mainly expounds the dual structure theory of urban and rural areas. The theory of human capital and the theory of equalization of basic public services. The third part analyzes the current situation and problems of the urbanization of migrant workers in Jiangxi Province in the process of new urbanization. Firstly, it studies the status quo of the new urbanization in Jiangxi Province and the present situation of the urbanization of migrant workers in Jiangxi Province; secondly, it analyzes the current situation of the urbanization of migrant workers in Jiangxi Province. This paper analyzes the opportunities and challenges that the new urbanization brings to the urbanization of migrant workers. Finally, on the basis of the actual situation, from the government system obstacles, migrant workers themselves obstacles, This paper analyzes the problems existing in the urbanization of migrant workers in Jiangxi Province from the four angles of the obstacles of enterprises and social factors. Part 4th draws lessons from the experience at home and abroad to provide references and suggestions for the urbanization of migrant workers in Jiangxi Province. Considering the industrialization of foreign countries, The modernization has developed earlier and has rich experience for the rural population transfer. This paper combs the history of the rural population transfer in Britain and Japan, and studies the basic situation of the rural population transfer in the two countries. The related policies and the characteristics of the policies are analyzed again, which is the earliest use of the "integral system" management model in Guangdong Province, Zhongshan City, Xiaolan Town of migrant workers in the city of management, for Jiangxi migrant workers in the right understanding of the citizenship of migrant workers, Promotion of employment, Giving full play to the role of social organization and establishing a stable system as well as encouraging the mechanism of rewards and punishments provides positive experience for reference. 5th part of the measures and suggestions for the construction of rural migrant workers in Jiangxi Province, respectively from the improvement of relevant systems, Four aspects of improving the quality of migrant workers, strengthening the sense of responsibility of enterprises to migrant workers and creating social and cultural atmosphere are expounded.
