【摘要】：本文通過分析新世紀以來中國共產(chǎn)黨對城鎮(zhèn)化政策的探索過程,結(jié)合城鎮(zhèn)化的實踐成就和存在問題,提出了新世紀新階段推進城鎮(zhèn)化的政策思考。本文結(jié)合河南省舞鋼市以新型農(nóng)村社區(qū)的形式探索農(nóng)民就地城鎮(zhèn)化的新模式,從微觀上分析現(xiàn)階段中國共產(chǎn)黨城鎮(zhèn)化政策的實踐情況,旨在理清新世紀以來中國共產(chǎn)黨城鎮(zhèn)化政策的發(fā)展脈絡(luò),進而更好地貫徹黨中央城鎮(zhèn)化政策,推進我國城鎮(zhèn)化更好更快發(fā)展。第一部分,新世紀以來中國共產(chǎn)黨對我國城鎮(zhèn)化政策探索的背景與理論基礎(chǔ)。城鎮(zhèn)化政策探索的背景包括國際背景和國內(nèi)背景。城鎮(zhèn)化政策探索的理論基礎(chǔ)是馬克思主義城鄉(xiāng)融合理論和中國共產(chǎn)黨城鎮(zhèn)化建設(shè)理論。第二部分,新世紀以來中國共產(chǎn)黨對我國城鎮(zhèn)化政策的理論探索過程,主要分為：制定科學(xué)的城鎮(zhèn)化發(fā)展戰(zhàn)略；構(gòu)建城鎮(zhèn)化和工業(yè)化協(xié)調(diào)發(fā)展的經(jīng)濟體系；創(chuàng)新城鎮(zhèn)化發(fā)展的體制框架。第三部分是案例分析,分析河南省舞鋼市以建設(shè)新型農(nóng)村社區(qū)為主要形式的城鎮(zhèn)化實踐過程。首先介紹了舞鋼市的基本情況和新型農(nóng)村社區(qū)建設(shè)政策,分析了建設(shè)實施情況,最后總結(jié)了新型農(nóng)村社區(qū)建設(shè)的基本經(jīng)驗。第四部分論述了新世紀以來我國城鎮(zhèn)化的成就及存在的問題。我國城鎮(zhèn)化成就主要有：走出了有中國特色的新型城鎮(zhèn)化道路,促進了農(nóng)村經(jīng)濟發(fā)展,形成了一批中心城市和專業(yè)化城鎮(zhèn),促進了人的現(xiàn)代化。問題主要是：城鎮(zhèn)化與產(chǎn)業(yè)發(fā)展不協(xié)調(diào)、忽略了人的城鎮(zhèn)化、城鄉(xiāng)二元制度障礙依然存在。第五部分提出了對繼續(xù)推進城鎮(zhèn)化發(fā)展的政策思考。首先要加快相關(guān)制度改革,積極促進農(nóng)民在城鎮(zhèn)的穩(wěn)定就業(yè)和定居；其次要將關(guān)注人的理念融入城鎮(zhèn)化政策與實踐之中；再次應(yīng)借鑒國外城鎮(zhèn)化經(jīng)驗,制定科學(xué)的城鎮(zhèn)化政策。
[Abstract]:By analyzing the exploration process of the urbanization policy of the Communist Party of China since the new century, this paper combines the practical achievements and existing problems of urbanization. This paper puts forward the policy thinking of promoting urbanization in the new century and new stage. This paper explores the new mode of local urbanization of farmers in the form of new rural communities in Wugang City, Henan Province. In order to clarify the development of the urbanization policy of the Communist Party of China since the new century, and to better implement the urbanization policy of the CPC Central Committee, the microcosmic analysis of the practice of the current urbanization policy of the CPC is aimed at clarifying the development of the urbanization policy of the CPC. To promote the better and faster development of urbanization in China. The first part, Since the new century, the Communist Party of China has explored the background and theoretical basis of China's urbanization policy. The background of urbanization policy exploration includes international and domestic background. The theoretical basis of urbanization policy exploration is Marxist city. The Theory of Township Integration and the Theory of the urbanization of the Communist Party of China. Part two, Since the new century, the Communist Party of China's theoretical exploration of China's urbanization policy is mainly divided into: formulating a scientific urbanization development strategy, constructing an economic system of coordinated development of urbanization and industrialization; The third part is the case study. This paper analyzes the practice process of urbanization in Wugang City, Henan Province, which takes the construction of new rural communities as the main form. Firstly, it introduces the basic situation of Wugang City and the policy of building new rural communities, and analyzes the implementation of the construction. Finally, it summarizes the basic experience of the construction of new rural communities. Part 4th discusses the achievements and problems of urbanization in China since the new century. It has promoted the development of rural economy, formed a number of central cities and specialized towns, and promoted the modernization of human beings. Part 5th puts forward the policy thinking of continuing to promote the development of urbanization. Firstly, we should speed up the relevant system reform and actively promote the stable employment and settlement of farmers in cities and towns. Secondly, the idea of paying attention to human beings should be integrated into the urbanization policy and practice, and the scientific urbanization policy should be formulated by drawing lessons from the experience of foreign urbanization.
