【摘要】：改革開放以來,隨著城市建設(shè)的不斷擴(kuò)充和發(fā)展,原來屬于城市邊緣的農(nóng)村地區(qū)慢慢得在城市化發(fā)展的過程中被城市建設(shè)吞并。但是由于我國的城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)導(dǎo)致城鄉(xiāng)在很多地方存在差異,這些地處城市邊遠(yuǎn)地區(qū)的農(nóng)村不能真正的融入城市,就形成了現(xiàn)在我們所熟知的城中村這一獨(dú)特的現(xiàn)象。城中村的產(chǎn)生影響了城市化建設(shè)以人為本的和諧理念。因?yàn)槌侵写宓男纬山o城市化的發(fā)展帶來了嚴(yán)重的安全隱患和一些不良的社會(huì)風(fēng)氣,阻礙了構(gòu)建社會(huì)主義和諧社會(huì)的發(fā)展。因此對(duì)城中村問題的研究和解決是促進(jìn)城市化進(jìn)程的必然要求,也是促進(jìn)城市和諧的必經(jīng)之路。城中村的形成是城市化發(fā)展的進(jìn)程中必然存在的一種現(xiàn)象,不僅國內(nèi)存在這一現(xiàn)象,在國外城市化發(fā)展的過程中也存在類似城中村的貧民窟這一現(xiàn)象。在我國城市化建設(shè)的日益加劇以及城鄉(xiāng)二元管理體制的雙重作用下導(dǎo)致了城中村這一問題的產(chǎn)生。城中村的形成影響了我國城市和諧發(fā)展,也成為了改善市民生活質(zhì)量的瓶頸。因此對(duì)城中村問題的不斷探究和解決引起了很多學(xué)者和政府工作人員的關(guān)注。城中村是城市的重要組成部分,占據(jù)了城市中的很多的空間資源。目前城中村的存在在很大程度上已經(jīng)成為城市發(fā)展的短板,阻礙了城市整體發(fā)展的進(jìn)程,影響了城市的科學(xué)發(fā)展和和諧發(fā)展的理念。解決城中村的改造和發(fā)展的問題是各個(gè)城市發(fā)展面臨的重要問題也是落實(shí)科學(xué)發(fā)展觀統(tǒng)籌城鄉(xiāng)發(fā)展、統(tǒng)籌區(qū)域發(fā)展、統(tǒng)籌經(jīng)濟(jì)社會(huì)發(fā)展、統(tǒng)籌人與自然和諧發(fā)展和堅(jiān)持可持續(xù)發(fā)展戰(zhàn)略的需要。本論文探討說明了城中村形成的原因、泰安市泰山區(qū)城中村改造的背景及意義和城中村改造的相關(guān)概念,并且介紹了國內(nèi)外的一些關(guān)于城中村改造的一些現(xiàn)狀及進(jìn)展,然后列出了泰安市泰山區(qū)城中村改造的必要性以及改造后的目標(biāo)。進(jìn)而對(duì)泰安市泰山區(qū)城中村改造所面臨的現(xiàn)狀以及政府部門對(duì)城中村改造的一些政策和態(tài)度及城中村改造過程中面臨做出了說明,并且借鑒了一些典型地區(qū)的城中村改造成功案例。最后對(duì)泰安市泰山區(qū)城中村的改造模式進(jìn)行分析探究,提出一些發(fā)展建議,為政府城中村改造的決策提供參考。
[Abstract]:Since the reform and opening up, with the continuous expansion and development of urban construction, The rural areas that were originally on the edge of the city were slowly absorbed by urban construction in the course of urbanization. However, due to the dual economic structure between urban and rural areas in China, there are differences between urban and rural areas in many places. These rural areas in remote urban areas are not really integrated into the city, This unique phenomenon is now well known to us. The emergence of the village in the city has affected the harmonious concept of urbanization and construction of people-oriented, because the formation of the village in the city has brought serious security to the development of urbanization. Hidden dangers and some bad social atmosphere, Therefore, it is necessary to study and solve the problem of village in the city to promote the process of urbanization. It is also the only way to promote urban harmony. The formation of villages in cities is an inevitable phenomenon in the process of urbanization, not only in China, but also in China. In the process of urbanization in foreign countries, there is also the phenomenon of slums similar to villages in cities, which is caused by the increasing urbanization construction in China and the dual function of urban and rural dual management system. The formation of villages in cities affected the harmonious development of cities in China. It has also become a bottleneck in improving the quality of life of the people. Therefore, the continuous exploration and solution of the problem of villages in cities has aroused the concern of many scholars and government functionaries. The villages in cities are an important part of the city. Has occupied a lot of space resources in the city. At present, the existence of villages in the city has to a large extent become a short board for the development of the city, which hinders the progress of the overall development of the city. It affects the scientific development and harmonious development of the city. To solve the problem of the transformation and development of the village in the city is an important problem facing the development of each city. It is also the implementation of the scientific concept of development to coordinate the development of urban and rural areas, as well as regional development. The need to coordinate the development of economy and society, the harmonious development of man and nature, and the need to adhere to the strategy of sustainable development. This paper discusses the reasons for the formation of villages in the city. The background and significance of urban village reconstruction in Taishan area of Taian city and the related concepts of urban village reconstruction are introduced, and some current situation and progress of urban village reconstruction at home and abroad are introduced. Then it lists the necessity of the transformation of the village in Taishan area of Taian city and the goal after the transformation. Then, it lists the present situation of the transformation of the village in the city of Taian mountain area and some policies and attitudes of the government department on the transformation of the village in the city. In the course of the transformation of the village in the city, it is explained that, Finally, this paper analyzes the transformation mode of the village in Taishan area of Taian City, and puts forward some development suggestions, which can provide reference for the government to make the decision on the transformation of the village in the city.
