【摘要】：黨的十八大部署了以為民務(wù)實(shí)清廉為主要內(nèi)容的黨的群眾路線教育實(shí)踐活動,面對和諧社會視域下的縣域拆遷安置這種黨在本質(zhì)上想提升群眾生活質(zhì)量的舉措,如何去讓群眾擁護(hù)、信服并且愿意跟隨政府的步伐施行,是擺在我們基層政府面前的問題。我國現(xiàn)階段正處在城鎮(zhèn)化進(jìn)程的“高速公路”上,其目標(biāo)是縮小城鄉(xiāng)差距,實(shí)現(xiàn)城鄉(xiāng)一體化,實(shí)現(xiàn)共同富裕,實(shí)現(xiàn)全面建成小康社會等。本文是在城鎮(zhèn)化進(jìn)程的背景下,將拆遷安置直接擺在了政府面前,主要的原因就是土地的制約,建設(shè)用地的多少直接關(guān)系著當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展,如何集約節(jié)約化使用土地是對政府能力的考核,也是對城鎮(zhèn)化進(jìn)程的考驗(yàn)。文章立足于山東濟(jì)陽縣拆遷安置工作實(shí)際,得到了縣域環(huán)境中拆遷安置工作遇到的問題,例如暴力沖突、任意更改規(guī)劃、補(bǔ)償安置滯后、群眾漫天要價、形式主義泛濫和缺乏基礎(chǔ)配套設(shè)施等；通過對問題的分析,明確了其中的原因,包括思想層面、法律層面、政府層面、群眾層面和拆遷安置工作投入不足；提出了進(jìn)一步做好山東濟(jì)陽縣拆遷安置工作的對策思考,內(nèi)容涵蓋了和諧拆遷安置理念、完善相關(guān)法律制度、轉(zhuǎn)變政府職能、建立拆遷安置監(jiān)督體系、探索和完善拆遷安置模式和方式。本文的目的在于直面縣域政府的困境,提倡和諧社會共建,達(dá)到拆遷安置的平穩(wěn)推進(jìn),使得群眾在得到實(shí)惠的同時還能符合城鎮(zhèn)化進(jìn)程的需求。
[Abstract]:The Party's 18 National Congress has deployed the Party's mass line education practice, which considers the people's pragmatic and clean government as its main content. In the face of the county demolition and resettlement in the context of a harmonious society, the party essentially wants to improve the quality of life of the masses. How to get the masses to support, convince and be willing to follow the steps of the government is a problem facing our grass-roots governments. At the present stage, China is on the "highway" of the urbanization process, the goal of which is to narrow the gap between urban and rural areas. Realizing the integration of urban and rural areas, realizing common prosperity and building a well-off society in an all-round way. In the background of urbanization, this paper puts the demolition and resettlement directly in front of the government. The main reason is the restriction of land. The amount of construction land is directly related to the development of local economy. How to intensively economize the use of land is not only a test of the government's ability, but also a test of the process of urbanization. This article is based on the actual work of demolition and resettlement in Jiyang County, Shandong Province. The problems encountered in the demolition and resettlement work in the county environment, such as violent conflicts, arbitrary changes in planning, lag in compensation and placement, excessive demand for prices by the masses, widespread formalism and lack of infrastructure, etc., are analyzed through the analysis of the problems. The reasons are clarified, including ideological level, legal level, government level, mass level and inadequate investment in relocation and resettlement, and the countermeasures for further doing the demolition and resettlement work in Jiyang County of Shandong Province are put forward. The content covers the concept of harmonious relocation and resettlement, the improvement of relevant legal systems, the transformation of government functions, the establishment of the resettlement supervision system, the exploration and improvement of the resettlement model and methods. The purpose of this paper is to face the plight of county governments. To promote the harmonious society construction, to achieve the smooth progress of relocation and resettlement, so that the masses can meet the needs of urbanization process at the same time.
