【摘要】：城市化在現(xiàn)代化建設(shè)中具有重要意義,其進(jìn)程伴隨著經(jīng)濟(jì)結(jié)構(gòu)、社會結(jié)構(gòu)、利益格局的轉(zhuǎn)型,影響著經(jīng)濟(jì)社會發(fā)展各個領(lǐng)域的變化。全域城市化是城市化后期,以城市整體作為發(fā)展的落腳點,打破城鄉(xiāng)割據(jù),協(xié)調(diào)區(qū)域發(fā)展的網(wǎng)絡(luò)化、現(xiàn)代化的城市化高級階段。目前,我國對全域城市化的研究還處在起步階段,在相關(guān)領(lǐng)域也沒有較多的實踐經(jīng)驗。因此,研究分析威海全域城市化存在的問題,提出戰(zhàn)略優(yōu)化措施,對加快推進(jìn)威海市新型城鎮(zhèn)化建設(shè)具有較強(qiáng)的理論和實踐指導(dǎo)意義。本文研究分析了國內(nèi)外的城鄉(xiāng)統(tǒng)籌理論,其呈現(xiàn)出一個從無到有、認(rèn)識逐步深化、視野不斷拓寬的過程。威海制定了全域城市化戰(zhàn)略,城市化建設(shè)取得了較好的成績。但是,城市化建設(shè)仍然存在城市空間亟需進(jìn)一步拓展、產(chǎn)業(yè)布局不盡合理、城市信息化和精細(xì)化管理水平還不夠高、基礎(chǔ)設(shè)施支撐力有待進(jìn)一步提升、城鄉(xiāng)二元結(jié)構(gòu)矛盾、農(nóng)民進(jìn)城進(jìn)程較為緩慢等方面的問題。這些問題產(chǎn)生的原因,主要體現(xiàn)在城市空間狹小、中心城市帶動能力不強(qiáng)、產(chǎn)業(yè)結(jié)構(gòu)不夠優(yōu)化、交通等基礎(chǔ)設(shè)施沒有一體化規(guī)劃建設(shè)、農(nóng)村經(jīng)濟(jì)實力仍然不強(qiáng)、戶籍制度改革仍然不到位等方面。在此基礎(chǔ)上,研究分析英國、德國等國家以及國內(nèi)成都、大連等城市的全域城市化經(jīng)驗,可以看出其發(fā)展模式主要從促進(jìn)全域統(tǒng)籌發(fā)展、促進(jìn)更高水平的城鄉(xiāng)一體化發(fā)展、促進(jìn)更大范圍的區(qū)域一體化、促進(jìn)生態(tài)文明建設(shè)等方面著手。通過理論研究、實證分析、經(jīng)驗總結(jié)等方式,結(jié)合威海發(fā)展實際,提出威海全域城市化的戰(zhàn)略優(yōu)化措施,應(yīng)進(jìn)一步突出重點,繼續(xù)加強(qiáng)一些薄弱環(huán)節(jié),在優(yōu)化城鎮(zhèn)布局、優(yōu)化產(chǎn)業(yè)布局、建設(shè)“智慧威�！�、推進(jìn)基礎(chǔ)設(shè)施一體化建設(shè)、全面推進(jìn)公共服務(wù)一體化等方面出臺新的政策措施,這對加快推進(jìn)威海市新型城鎮(zhèn)化建設(shè)具有較強(qiáng)的理論和實踐指導(dǎo)意義。
[Abstract]:Urbanization is of great significance in the modernization construction, and its process is accompanied by the transformation of economic structure, social structure and interest pattern, which affects the changes in various fields of economic and social development. Taking the whole city as the foothold of development, breaking the urban-rural separation system, coordinating the networking of regional development, and the advanced stage of modernization of urbanization. At present, the research on the global urbanization in our country is still in its infancy. There is no more practical experience in the related fields. Therefore, this paper studies and analyzes the problems existing in Weihai's urbanization, and puts forward the strategic optimization measures. To accelerate the construction of new urbanization in Weihai City has a strong theoretical and practical significance. This paper studies and analyzes the theory of urban and rural planning at home and abroad, which presents a "from nothing to exist", gradually deepen the understanding. Weihai has formulated the strategy of urbanization in the whole region, and the construction of urbanization has made good achievements. However, there is still a need for further expansion of urban space in the construction of urbanization, and the industrial layout is not reasonable. The level of urban informatization and fine management is not high enough, the infrastructure support needs to be further improved, the contradiction of urban-rural dual structure, the slow process of farmers entering into the city and so on. The causes of these problems. Mainly reflected in the narrow urban space, the central city driving capacity is not strong, industrial structure is not optimized, transportation and other infrastructure without integrated planning and construction, rural economic strength is still not strong. The reform of household registration system is still not in place and so on. On this basis, this paper analyzes the experience of the whole region urbanization in Britain, Germany and other cities, such as Chengdu, Dalian and so on. It can be seen that its development model mainly from promoting the overall development of the whole region, promoting a higher level of urban-rural integration development, promoting regional integration on a larger scale, promoting the construction of ecological civilization and so on. Through theoretical research. Empirical analysis, experience summary and other ways, combined with the development of Weihai, put forward the strategic optimization measures of Weihai urbanization, should further highlight the key points, continue to strengthen some weak links in optimizing the layout of cities and towns. Optimize the industrial layout, build "wisdom Weihai", promote the integration of infrastructure construction, and comprehensively promote the integration of public services and other aspects of the introduction of new policies and measures. This is of great theoretical and practical significance for accelerating the construction of new-type urbanization in Weihai City.
