【摘要】：在中國快速城市化過程中,城市規(guī)模迅速擴(kuò)大、人口劇增,隨之而來的是交通擁堵、住房不足、生態(tài)環(huán)境惡化、城市貧困、社會(huì)矛盾突出、城市公共安全隱患等一系“城市病”問題。城市病不僅增加社會(huì)發(fā)展的成本,破壞人類的生存空間,而且嚴(yán)重制約著城市健康發(fā)展,影響了居民的正常生活,已備受社會(huì)各界關(guān)注。面對(duì)日益惡化的城市問題,善治理論為我們提供了有益啟示。“城市病”是城市發(fā)展過程中所表現(xiàn)出來的各種不利和消極現(xiàn)象。究其成因,主要在于城市化過程中,城鄉(xiāng)二元結(jié)構(gòu)導(dǎo)致城鄉(xiāng)發(fā)展不平衡,大量農(nóng)村人口進(jìn)入城市,在一定空間范圍內(nèi)超過城市的承受能力;同時(shí),城市管理和城市規(guī)劃的滯后進(jìn)一步加劇了各種社會(huì)矛盾,造成各種新的問題�！俺鞘胁　钡男纬蓹C(jī)理在于城市本身的聚集效應(yīng),包括聚集經(jīng)濟(jì)和聚集不經(jīng)濟(jì);當(dāng)聚集不經(jīng)濟(jì)的負(fù)面影響超過聚集經(jīng)濟(jì)的正面效應(yīng)時(shí),“城市病”的各種癥狀就會(huì)表現(xiàn)出來。在城市化過程中,“城市病”往往呈現(xiàn)倒U形的演化曲線。我國城市化進(jìn)程起步雖晚但發(fā)展迅速,“城市病”也是在近十年中才凸現(xiàn)出來,各地普遍陷入治理困境。從善治角度分析,“城市病”治理不善的主要原因在于城市治理主體單一,政府職能定位偏差、城市管理不善,社會(huì)治理主體發(fā)育不成熟等。因此,實(shí)現(xiàn)“城市病”的善治應(yīng)該從政府和非政府組織兩方面展開思考,主要包括正確定位政府角色,推進(jìn)城市治理方式轉(zhuǎn)變,培育社會(huì)治理主體等。本文以治理理論為基礎(chǔ),從善治視角分析城市病的現(xiàn)實(shí)表現(xiàn)、產(chǎn)生原因和治理對(duì)策,一是為相關(guān)部門的政策制定提供決策參考,二是為居民教育提供有效途徑,并使善治理念成為我國城市病治理的指導(dǎo)思想。
[Abstract]:In the process of rapid urbanization in China, the scale of the city is expanding rapidly, the population is increasing dramatically, followed by traffic congestion, inadequate housing, deterioration of the ecological environment, urban poverty, social contradictions. Urban public safety hidden danger is a kind of "urban disease". Urban disease not only increases the cost of social development and destroys the living space of human beings, but also seriously restricts the healthy development of the city and affects the normal life of the residents. Has attracted the attention of all walks of life. Facing the worsening urban problems. The theory of good governance provides us with useful enlightenment. "Urban disease" is a variety of negative and negative phenomena in the process of urban development. The dual structure of urban and rural areas leads to unbalanced development of urban and rural areas, a large number of rural people enter the city, in a certain space beyond the city's capacity to bear; At the same time, the lag of urban management and urban planning has further aggravated various social contradictions and caused various new problems. The formation mechanism of "urban disease" lies in the aggregation effect of the city itself. Including agglomeration economy and agglomeration uneconomic; When the negative effect of agglomeration uneconomy exceeds the positive effect of agglomeration economy, the symptoms of "urban disease" will show up, and in the process of urbanization. "Urban disease" often presents an inverted U-shaped evolution curve. Although the process of urbanization in China started late but developed rapidly, "urban disease" appeared only in the last ten years. From the perspective of good governance, the main reasons for the poor governance of "urban disease" lie in the single main body of urban governance, the deviation of government function, and the poor management of the city. Therefore, the realization of "urban disease" of good governance should be carried out from the two aspects of government and non-governmental organizations, including the correct positioning of the role of the government, to promote the transformation of urban governance. Based on the theory of governance, this paper analyzes the reality of urban diseases from the perspective of good governance, causes and governance countermeasures. The second is to provide an effective way for residents' education and make the idea of good governance become the guiding ideology of urban disease management in China.
