【摘要】：新一屆政府上任以來就力推行政審批制度改革,工商行政審批制度自我國改革開放以來始終發(fā)揮著不可替代的作用,在新階段新經(jīng)濟(jì)形式下,已經(jīng)不再能夠更好地為經(jīng)濟(jì)發(fā)展、政府管理服務(wù),特別需要從根本上進(jìn)行一次變革,近幾年來,各地區(qū)工商行政管理部門都在積極地探索,尋找改革的方法與途徑,收獲了不少經(jīng)驗,也遇到許多問題。本文以沈陽市的實際情況為出發(fā)點,剖析沈陽市工商行政審制度現(xiàn)狀,沈陽工商行政審批過程中存在著審批事項繁瑣,申報材料過多,審批服務(wù)質(zhì)量差和各個審批單位要求不一致等現(xiàn)象,這些現(xiàn)象的存在一定程度上給企業(yè)辦理工商營業(yè)增添了麻煩,增加了企業(yè)的經(jīng)營成本,不利于當(dāng)前市場經(jīng)濟(jì)的發(fā)展。同時本文也分析了上述問題產(chǎn)生的原因,多是由于思想觀念沒有轉(zhuǎn)變,法律制度不夠完善,改革落實不徹底及人員自身素質(zhì)比較低造成的。此后結(jié)合國內(nèi)外行政審批制度的改革經(jīng)驗,依照著“四個全面”的指導(dǎo)思想和“寬進(jìn)嚴(yán)管”的改革原則,提出沈陽工商行政審批制度改革的方案,包括精簡審批事項、優(yōu)化審批流程、規(guī)范審批行為及提升審批服務(wù)和監(jiān)督管理,論證了方案的可行性并給出相應(yīng)的對策建議,希望對沈陽工商行政審批改革提供啟示和借鑒。
[Abstract]:Since the new government took office, it has pushed forward the reform of the administrative examination and approval system. Since the reform and opening up of our country, the administrative examination and approval system for industry and commerce has always played an irreplaceable role in the new stage of the new economic form. Can no longer be better for economic development, government management services, especially the need for a fundamental change, in recent years, the administrative departments for industry and commerce in various regions are actively exploring. Looking for the ways and means of reform, we have gained a lot of experience and encountered many problems. This paper takes the actual situation of Shenyang as the starting point to analyze the present situation of the administrative system of industry and commerce in Shenyang. In the process of administrative examination and approval for industry and commerce in Shenyang there are many phenomena such as cumbersome examination and approval items too many declaration materials poor quality of examination and approval service and inconsistent requirements of various examination and approval units. The existence of these phenomena to a certain extent for enterprises to deal with industrial and commercial business add trouble, increase the operating costs of enterprises, is not conducive to the development of the current market economy. At the same time, this paper also analyzes the reasons for the above problems. Most of them are caused by the fact that the ideology has not changed, the legal system is not perfect, the reform is not carried out thoroughly and the quality of the personnel is relatively low. After that, the reform experience of the administrative examination and approval system at home and abroad has been combined. In accordance with the guiding ideology of "four comprehensive" and the reform principle of "wide advance and strict management", this paper puts forward the plan of the reform of the administrative examination and approval system for industry and commerce in Shenyang, including streamlining the examination and approval items and optimizing the examination and approval process. By standardizing the examination and approval behavior and improving the examination and approval service and supervision management, this paper demonstrates the feasibility of the scheme and puts forward the corresponding countermeasures and suggestions, hoping to provide inspiration and reference to the reform of the administrative examination and approval for industry and commerce in Shenyang.
