【摘要】：由于我國人口基數(shù)大,地形復(fù)雜,可耕種土地資源較少,土地資源已成為我國不可再生的寶貴資源,然而,伴隨著我國社會經(jīng)濟的快速發(fā)展,農(nóng)村大量土地被征用和圈占,以犧牲農(nóng)民的利益來換取城市的擴張,土地征用后,弊端逐漸顯現(xiàn),失地農(nóng)民的安置后續(xù)問題已成為當前最突出的社會問題,因此,征地拆遷所產(chǎn)生的矛盾和沖突時有發(fā)生,在這種環(huán)境下催生出一個被邊緣化的社會弱勢群體,即“失地農(nóng)民”。農(nóng)民失去賴依生存的土地,若不妥善補償安置,勢必會影響到我國經(jīng)濟發(fā)展和社會的和諧穩(wěn)定。我們必須承認,現(xiàn)階段失地農(nóng)民的安置方面的法律制度仍不健全,失地農(nóng)民不能充分享有與社會各階層同步發(fā)展的社會保障和機會,如何妥善安置失地農(nóng)民,尤其是他們的社會安置問題,讓他們盡快和城市市民一樣享受比較全面的社會福利保障,分享城市發(fā)展帶來的成果,失地農(nóng)民的妥善安置,不僅有關(guān)系到社會的穩(wěn)定,也關(guān)系到我國工業(yè)化、城市化建設(shè)的順利進行,鑒于此,本文以楊陵區(qū)建設(shè)化過程中過程中失地農(nóng)民的安置為中心展開探討,簡要地對失地農(nóng)民、社會保障等概念進行了界定,通過走訪調(diào)研,了解到楊陵區(qū)失地農(nóng)民安置的現(xiàn)狀及存在養(yǎng)老、醫(yī)療、就業(yè)、教育等方面的問題,針對存在的這些問題,詳細分析了問題存在的原因,并參考國內(nèi)外失地農(nóng)民社會安置工作好的經(jīng)驗和方法,結(jié)合楊陵區(qū)的實際情況,提出了進一步完善楊陵區(qū)失地農(nóng)民社會公益保障制度建設(shè)等方面的具體思路和對策,試圖進一步完善適合楊陵區(qū)失地農(nóng)民的養(yǎng)老、醫(yī)療、就業(yè)、生活保障等方面的社會保障體系,以推動和完善楊陵區(qū)失地農(nóng)民的安置,從而促進楊陵區(qū)城市化進程。
[Abstract]:Due to the large population base, complex terrain, less arable land resources, land resources have become non-renewable valuable resources in China, however, with the rapid development of China's social economy. A large number of rural land is expropriated and occupied, sacrificing the interests of farmers in exchange for the expansion of the city, land expropriation, the drawbacks gradually appear, the follow-up problem of landless farmers has become the most prominent social problems. Therefore, the contradictions and conflicts caused by land expropriation and demolition occur from time to time. In this environment, a marginalized social vulnerable group, that is, "landless farmers". Farmers lose the land on which they live. If it is not properly compensated and resettled, it will inevitably affect the economic development and social harmony and stability of our country. We must admit that the present legal system for the settlement of landless farmers is still not perfect. Landless farmers can not fully enjoy the social security and opportunities to develop at the same time with the social strata, and how to properly resettle the land-lost farmers, especially their social resettlement. Let them enjoy more comprehensive social welfare as soon as possible as urban residents, share the results of urban development, the proper placement of landless farmers, not only related to social stability, but also related to the industrialization of our country. In view of the smooth progress of urbanization, this paper focuses on the resettlement of land-lost farmers in the process of construction in Yangling District, and briefly defines the concepts of land-lost farmers and social security. Through the investigation and study, we know the present situation and the problems of old-age, medical treatment, employment, education and so on. In view of these problems, we analyze the reasons of the problems in detail. And referring to the good experience and methods of social resettlement of land-lost farmers at home and abroad, combined with the actual situation of Yangling District. Put forward the further improvement of the land lost farmers in Yangling area social welfare security system and other aspects of the specific ideas and countermeasures, trying to further improve the Yangling area farmers lost land pension, medical treatment, employment. In order to promote and perfect the resettlement of landless peasants in Yangling District, the social security system in life security can promote the process of urbanization in Yangling District.
