【摘要】：隨著跨地區(qū)及國際間科技問題的逐漸增多,加之與民生相關(guān)的科學(xué)技術(shù)迅速發(fā)展,科技發(fā)展呈現(xiàn)出復(fù)雜化、民生化與多主體參與等特點,從治理視角解讀科技管理已成為西方學(xué)界的熱門話題,尤其在能源、轉(zhuǎn)基因、納米技術(shù)等領(lǐng)域。但我國學(xué)者對科技治理的研究,無論是理論體系構(gòu)建,還是科技治理參與主體、組織機制及國際性治理等均剛剛起步。因此,厘清近10年國外科技治理領(lǐng)域關(guān)注的熱點問題,探索國外學(xué)者在科技治理模式構(gòu)建、機制建設(shè)、政策工具應(yīng)用和政策學(xué)習(xí)等方面取得的經(jīng)驗和教訓(xùn),能為我國科技治理工作提供參考,并為深化科技體制改革提供借鑒。
[Abstract]:With the gradual increase of regional and international issues of science and technology, with the rapid development and people's livelihood related science and technology, science and technology development, showing a complex, multi subject participation and characteristics of people, from the perspective of science and technology management has become a hot topic in the western academic circles, especially in the energy field of nanotechnology, transgenic, etc. study on the governance of science and technology. But the scholars in our country, both the theory system and the science and technology governance participants, organization mechanism and international governance are just beginning. Therefore, to clarify the hot issues in recent 10 years of foreign science and Technology Governance in the field of concern, to explore the construction of foreign scholars in science and technology building, governance mechanism, make policy the application of tools and policy learning and other aspects of the experience and lessons can provide reference for the governance of science and technology in China, and provide reference for deepening the reform of science and technology.
