【摘要】：由于土地具有固定性、稀缺性、不可再生性等特點,在社會的發(fā)展進步中土地增值是必然存在的,中國的城鎮(zhèn)化進程中也伴隨著特定地區(qū)的土地增值,在經(jīng)濟中表現(xiàn)為政府出讓征收的土地而取得的土地出讓金。如何合理分配由于城鎮(zhèn)化的征地拆遷而產(chǎn)生的土地增值收益考驗著政府決策的公平性、合理性,關系到以人為本的新型城鎮(zhèn)化目標能否實現(xiàn),更關系到農(nóng)民在城鎮(zhèn)化進程中能否共享社會的進步。在當前的利益分配中農(nóng)民依然處在征地補償不合理、不可持續(xù)等弱勢地位。究其原因,主要包括制度安排上的土地二元結構、城鄉(xiāng)公共資源配置失衡、城鄉(xiāng)要素交換規(guī)則不公平等。為此,應該構建以“地利共享”為價值導向的一系列公共政策安排,包括土地確權、補貼規(guī)制、轉(zhuǎn)移支付、福利保障、市民轉(zhuǎn)型等,以期實現(xiàn)農(nóng)民公平分享土地增值收益。
[Abstract]:Due to the fixed, scarce, non-renewable and other characteristics of land, in the social development and progress of land value-added is inevitable, China's urbanization process is accompanied by the land appreciation in specific areas. In the economy, the land transfer fees obtained by the government for the transfer of land. How to reasonably distribute the land value-added income caused by the urbanization of land expropriation and removal tests the fairness and rationality of the government's decision-making. It is related to whether the people-oriented new urbanization goal can be realized, and whether farmers can share the progress of society in the process of urbanization. In the current distribution of benefits, farmers are still in the unreasonable compensation for land requisition. The main reasons include the dual structure of land on the system arrangement, the imbalance of urban and rural public resources allocation, the unfair rules of the exchange of urban and rural elements, and so on. We should construct a series of public policy arrangements based on "geographical location sharing", including land right, subsidy regulation, transfer payment, welfare protection, citizen transformation and so on. In order to achieve a fair share of farmers land value-added income.
