【摘要】：食品質(zhì)量安全狀況關系到國家的社會穩(wěn)定和人民群眾的生命安全,是衡量一個國家發(fā)展水平和人民生活質(zhì)量的重要標志。隨著國家經(jīng)濟發(fā)展、社會進步和人民生活水平的提高,人們更加注重生活質(zhì)量和生命健康,食品安全日益成為人們關注的焦點。近年來頻繁發(fā)生的重大食品安全事故,嚴重影響了消費者對食品安全的信心,消費者普遍認為食品安全規(guī)制的現(xiàn)狀仍然不容樂觀,對政府在食品安全規(guī)制方面是否有成效持有懷疑態(tài)度。本文運用DEA方法測算了食品安全規(guī)制的綜合效率、技術效率和規(guī)模效率。實證分析結果表明,2003-2011年間我國食品安全規(guī)制的綜合效率和技術效率比較低,二者的平均值都低于0.8,且未實現(xiàn)規(guī)模有效,說明我國食品安全規(guī)制效率不高;綜合效率值和技術效率值均呈現(xiàn)較大波動,經(jīng)歷了四個變化階段,效率值的每個上升階段均與我國食品安全規(guī)制制度改革重要舉措相對應,說明改革對于提高規(guī)制效率確實能起到一定的作用。因此唯有對食品安全規(guī)制進行改革和創(chuàng)新,才能提高效率,改善食品安全狀況�；趯嵶C分析結論,食品安全規(guī)制效率不高的原因歸結起來主要是,傳統(tǒng)的政府單一主體規(guī)制模式在多元化的社會發(fā)展格局中面臨著諸多困境,已無法滿足當今社會對食品安全規(guī)制的需求。黨的十八大報告明確提出要改革和完善食品安全監(jiān)管體制機制,2013年底十八屆三中全會通過的《中共中央關于全面深化改革若干重大問題的決定》明確提出:“建立最嚴格的覆蓋全過程的監(jiān)管制度,保障食品藥品安全”,將保障食品藥品安全作為健全公共安全體系的第一項任務。為切實提高食品安全規(guī)制效率,保證食品安全,本文引入?yún)f(xié)同學相關理論知識,從協(xié)同的視角提出了構建由政府、企業(yè)、消費者、社會組織等多元主體協(xié)同治理的食品安全規(guī)制體系。
[Abstract]:Food quality and safety condition is related to the social stability of the country and the life safety of the people. It is an important symbol to measure the level of development of a country and the quality of life of the people, along with the development of national economy. With the progress of society and the improvement of people's living standard, people pay more attention to the quality of life and health of life. Food safety has become the focus of people's attention day by day. Seriously affected consumer confidence in food safety, consumers generally believe that the status of food safety regulation is still not optimistic. This paper uses DEA method to calculate the comprehensive efficiency, technical efficiency and scale efficiency of food safety regulation. From 2003 to 2011, the comprehensive efficiency and technical efficiency of food safety regulation in China are relatively low, the average value of both is lower than 0.8, and the scale is not effective, which indicates that the efficiency of food safety regulation in China is not high; The comprehensive efficiency value and the technical efficiency value are fluctuating greatly and have experienced four stages of change. Each rising stage of efficiency value corresponds to the important measures of food safety regulation system reform in China. Therefore, only through the reform and innovation of food safety regulation, can we improve the efficiency and improve the situation of food safety. Based on the conclusion of empirical analysis. The main reason why food safety regulation is inefficient is that the traditional government single subject regulation model is facing many difficulties in the pluralistic social development pattern. The 18 report of the Communist Party of China (CPC) has clearly proposed to reform and perfect the food safety supervision system mechanism. In end of 2013, the "decision of the CPC Central Committee on deepening the Reform in an All-round way", adopted by the third Plenary session of the 18 CPC Central Committee, clearly proposed: "establish the strictest supervision system covering the whole process." In order to improve the efficiency of food safety regulation and ensure food safety, the first task of improving the public safety system is to ensure food and drug safety. This paper introduces relevant theoretical knowledge of Synergetics and puts forward the food safety regulation system which is governed by the government, enterprises, consumers, social organizations and so on from the perspective of coordination.
