深圳市市長質(zhì)量獎(jiǎng)活動(dòng)發(fā)展對策研究

【摘要】:近代質(zhì)量管理的理論與實(shí)踐起始于上世紀(jì)初并得到了空前的發(fā)展。至20世紀(jì)中期,各國政府逐漸成為質(zhì)量管理的推動(dòng)者,其使用的重要工具便是質(zhì)量獎(jiǎng)活動(dòng)。當(dāng)前,世界上已形成了日本、美國、歐洲的三大質(zhì)量獎(jiǎng)體系。質(zhì)量獎(jiǎng)活動(dòng)于本世紀(jì)初期在我國逐步得到推廣并發(fā)展壯大,據(jù)不完全統(tǒng)計(jì),全國大部分省份都啟動(dòng)了政府質(zhì)量獎(jiǎng)項(xiàng)目,其中,深圳市市長質(zhì)量獎(jiǎng)設(shè)立于2004年,至今已完成12屆評定工作,是我國最早設(shè)立的政府質(zhì)量獎(jiǎng)。其豐富的經(jīng)驗(yàn)積累與評獎(jiǎng)活動(dòng)的多次變革,為我國其他省市開展質(zhì)量獎(jiǎng)評定活動(dòng)提供了經(jīng)驗(yàn)借鑒與參考。本文結(jié)合政府質(zhì)量管理的具體行政行為、準(zhǔn)公共物品、資源型政策、激勵(lì)等理論,通過數(shù)據(jù)、案例等內(nèi)容對深圳市市長質(zhì)量獎(jiǎng)活動(dòng)進(jìn)行分析研究,首先對深圳市政府質(zhì)量獎(jiǎng)活動(dòng)的概況進(jìn)行闡述,并研究得出深圳市市長質(zhì)量獎(jiǎng)存在起步、擴(kuò)容及變革這三個(gè)發(fā)展階段,其中對變革期的相關(guān)標(biāo)準(zhǔn)變革、評定程序變更及管理辦法的優(yōu)化進(jìn)行了闡述,對取得的成績予以肯定,如為我國質(zhì)量獎(jiǎng)活動(dòng)提供了實(shí)踐與經(jīng)驗(yàn)、提升了區(qū)域質(zhì)量競爭力、獲獎(jiǎng)單位經(jīng)營指標(biāo)顯著提升及質(zhì)量專家隊(duì)伍蓬勃發(fā)展等,同時(shí)通過研究,也指出該獎(jiǎng)在開展過程中的不足之處,如政策性資源不足、存在獲獎(jiǎng)單位的區(qū)域與行業(yè)的不平衡性、中小企業(yè)獲獎(jiǎng)難、激勵(lì)措施效果不佳、評獎(jiǎng)法制建設(shè)不完善及社會(huì)認(rèn)同度有待提高等。通過對世界三大質(zhì)量獎(jiǎng)活動(dòng)及國內(nèi)其他政府質(zhì)量獎(jiǎng)活動(dòng)進(jìn)行研究總結(jié),從獎(jiǎng)項(xiàng)設(shè)置、評定標(biāo)準(zhǔn)及激勵(lì)措施等方面得出一定的啟示。在分析出深圳市市長質(zhì)量獎(jiǎng)活動(dòng)存在的問題及國內(nèi)外相關(guān)質(zhì)量獎(jiǎng)活動(dòng)的啟示的基礎(chǔ)之上,給出深圳市市長質(zhì)量獎(jiǎng)活動(dòng)的發(fā)展對策,即引起地方政府管理層的進(jìn)一步重視、平衡獲獎(jiǎng)單位的區(qū)域與行業(yè)差異、促進(jìn)中小企業(yè)申獎(jiǎng)、提高激勵(lì)措施的有效性、加強(qiáng)評獎(jiǎng)活動(dòng)立法、推動(dòng)評獎(jiǎng)實(shí)施品牌化運(yùn)營以提高社會(huì)認(rèn)知等,從而為深圳市市長質(zhì)量獎(jiǎng)活動(dòng)進(jìn)一步的發(fā)展提供參考。
[Abstract]:The theory and practice of modern quality management began at the beginning of 0th century and got an unprecedented development. In the middle of 20th century, the governments of various countries gradually became the promoters of quality management. At present, three quality award systems have been formed in the world, such as Japan, the United States and Europe. The quality Award has been gradually promoted and expanded in China at the beginning of this century. According to incomplete statistics, most provinces have started the government quality award project, among which, Shenzhen Mayor quality Award was set up in 2004, so far has completed 12 evaluation work. It is the earliest government quality award set up in our country. It has accumulated rich experience and changed many times. For other provinces and cities to carry out quality awards evaluation activities to provide experience and reference. This paper combines the specific administrative behavior of government quality management, quasi-public goods, resource-based policies, incentives and other theories, through data. Cases and other content of the mayor of Shenzhen City quality Award activities were analyzed and studied, first of all, the Shenzhen Municipal Government quality Award activities were described, and the study concluded that the existence of Shenzhen Mayor quality Award started. Expansion and change these three stages of development, which changes in the relevant standards of the transformation period, evaluation process changes and the optimization of management methods are described, and the achievements of the positive. For example, it provides practice and experience for the quality award activities in our country, promotes the regional quality competitiveness, promotes the operating index of the award-winning units significantly and the quality experts team to flourish, and so on. At the same time, the research is carried out. It also points out the inadequacies of the award in the process of development, such as the lack of policy resources, the imbalance between the region and the industry of the winning units, the difficulty of the small and medium-sized enterprises winning the prize, and the poor effect of the incentive measures. Through the research and summary of the world's three quality award activities and other domestic government quality award activities, from the awards set up. On the basis of analyzing the problems existing in the quality Award activities of the Mayor of Shenzhen and the enlightenment of the relevant quality award activities at home and abroad. This paper gives the development countermeasures of the mayor's quality award activities in Shenzhen, that is, to arouse the further attention of the local government management, to balance the regional and industry differences of the award-winning units, to promote the small and medium-sized enterprises to apply for prizes, and to improve the effectiveness of the incentive measures. Strengthen the legislation of the award evaluation activities, promote the implementation of the award brand operation in order to improve social awareness, so as to provide a reference for the further development of the quality award activities of the mayor of Shenzhen.
