【摘要】：當代中國的公共政策圖景紛繁復雜而亟待梳理,以多元化的研究視角展開對復雜問題的研究,是每個政策研究者、分析者的使命。本文以不動產(chǎn)稅收政策變遷為主要的研究載體,運用政策網(wǎng)絡(luò)理論厘清不動產(chǎn)稅收政策網(wǎng)絡(luò)中復雜行動者間的互賴關(guān)系,探討這種關(guān)系形態(tài)、結(jié)構(gòu)的變化與政策變遷之間的關(guān)聯(lián)性與邏輯性。研究表明,從政策網(wǎng)絡(luò)的動態(tài)性、結(jié)構(gòu)性的分析視角出發(fā),圍繞網(wǎng)絡(luò)行動者的價值信念、資源交換及網(wǎng)絡(luò)互動來厘清和分析政策形成與變遷過程中,各個復雜行動者之間的博弈、對抗、協(xié)商、聯(lián)盟和合作關(guān)系,能最終找到解釋不動產(chǎn)稅收政策變遷,預測政策發(fā)展的合理路徑。本文的研究內(nèi)容具體可分為三個層次:一是介紹政策網(wǎng)絡(luò)這一新興理論,探知政策網(wǎng)絡(luò)的理論架構(gòu)和基本觀點,并論證其在公共政策實際應用中“解難題”的能力;二是厘清不動產(chǎn)稅收政策變遷過程中的阻滯與動力,從網(wǎng)絡(luò)各中變量出發(fā),探討政策網(wǎng)絡(luò)對政策變遷的影響。三是嘗試從宏觀的治理層面出發(fā),以結(jié)構(gòu)性、動態(tài)性視角重塑政策過程圖景,進而對“房產(chǎn)稅擴圍”的推進提出具有借鑒意義的設(shè)想與建議。
[Abstract]:The picture of contemporary public policy Chinese complex and urgent to comb, a wide range of perspectives to study the complex problems, each policy researchers, analysts of the mission. The real estate tax policy changes as the main carrier of theory research, clarify the dynamic interdependence between the estate tax policy actors in complex network in the use of policy network, this relationship form, relevance and logic between the changes and policy structure. The results show that, from the dynamic perspective of policy network, structural, around the values of network actors, resource exchange and network interaction to clarify and analyze the formation and change of policy in the process of the game among the various actors, complex confrontation, negotiation, alliance and cooperative relations, can eventually find the interpretation of the real estate tax policy changes, reasonable development. The policy path prediction The specific research contents of this paper can be divided into three levels: the first is the introduction of this new policy network theory, the theoretical framework to ascertain the policy network and the basic point of view, and demonstrate its ability in the practical application of public policy in "solving problems"; the two is to clarify the real estate tax policy changes and power in the process of a block and starting from the variables of the network, to explore the influence of policy network on the policy changes. The three is to try from the macro governance perspective, the structural dynamic perspective, reshape the policy process picture, and then put forward ideas and suggestions with reference significance of "property tax to expand around the" advance.
