【摘要】：進一步規(guī)范、完善對政府投資項目的稽察監(jiān)管,不僅是深化我國投融資體制改革的客觀需要,也是進一步提升我國政府投資項目資金使用效率的必需,同時也是更好地檢驗政府工作績效的有效途徑。本研究在對國內(nèi)外政府投資項目稽察監(jiān)管的現(xiàn)狀、方法進行全面考察的基礎(chǔ)上,以德州市政府投資項目稽察監(jiān)管為切入點,以德州市政府投資項目稽察監(jiān)管中所存在的突出問題為研究對象,運用文獻考察、實證分析、現(xiàn)場調(diào)研等多種方式方法,對目前德州市政府投資項目稽察監(jiān)管現(xiàn)狀進行了全面、深入的綜合剖析,并力求做到理論與實際相結(jié)合、歷史與現(xiàn)實相結(jié)合、數(shù)據(jù)與事實相結(jié)合,并針對目前德州市政府投資項目稽察監(jiān)管中所存在的突出問題,提出了如何進一步規(guī)范、完善的針對性對策建議。本研究在以下幾方面體現(xiàn)了創(chuàng)新性的思路與方法:一是對德州市現(xiàn)行投資項目的招投標方式及稽察監(jiān)管方法上;二是對政府資金在撥付項目單位及使用過程中的監(jiān)管程序上;三是在建立聯(lián)動有效的稽察監(jiān)管機制上;四是對項目后評價機制的進一步規(guī)范完善上。
[Abstract]:To further standardize and improve the supervision of government investment projects is not only the objective need to deepen the reform of investment and financing system, but also the need to further improve the efficiency of government investment projects. At the same time, it is also an effective way to better test the performance of government work. This study is based on a comprehensive investigation of the current situation and methods of supervision of government investment projects at home and abroad. Taking the supervision of the investment project inspection of the Texas municipal government as the starting point and taking the outstanding problems existing in the supervision of the investment project inspection of the Texas municipal government as the research object, this paper applies literature review and empirical analysis. Field investigation and other ways and means to the current state of Texas City Government investment project inspection and supervision of a comprehensive in-depth comprehensive analysis and strive to achieve the combination of theory and practice history and reality. Combining the data with the facts, and aiming at the outstanding problems existing in the supervision of the investment project inspection of the Texas municipal government at present, this paper puts forward how to further standardize. This study embodies innovative ideas and methods in the following aspects: first, the current investment projects in Dezhou City on the way of bidding and inspection and supervision methods; Second, the government funds in the allocation of project units and the use of the process of supervision procedures; The third is to establish an effective inspection and supervision mechanism; Fourth, the further standardization and perfection of the project post-evaluation mechanism.
