【摘要】：有效的市場(chǎng)競(jìng)爭(zhēng)是供給側(cè)管理政策順利實(shí)施的前提和保障。中國(guó)目前所處的市場(chǎng)體制轉(zhuǎn)軌的發(fā)展階段,使此次提出的供給側(cè)結(jié)構(gòu)性改革與西方以及歷史上曾經(jīng)實(shí)施的供給側(cè)管理在方式、方法和目的等方面存在諸多的不同之處。市場(chǎng)競(jìng)爭(zhēng)機(jī)制的不完善以及由此產(chǎn)生的行政性壟斷是造成中國(guó)長(zhǎng)期結(jié)構(gòu)性問(wèn)題的深層根源,要推動(dòng)中國(guó)供給側(cè)結(jié)構(gòu)性改革目標(biāo)的順利實(shí)現(xiàn),必須從促進(jìn)有效的市場(chǎng)競(jìng)爭(zhēng)、降低行政性壟斷現(xiàn)象入手,將其作為改革目標(biāo)順利實(shí)現(xiàn)的重要突破點(diǎn)。為此可從減少政府對(duì)市場(chǎng)的干預(yù)、推進(jìn)國(guó)有企業(yè)混合所有制改革以及完善涉及壟斷的法律法規(guī)等方面采取相應(yīng)的對(duì)策和措施。
[Abstract]:Effective market competition is the prerequisite and guarantee for the smooth implementation of the supply side management policy. The development stage of China's current market system transformation has made many differences between the proposed supply side structural reform and the supply side management implemented in the West and in the past. The administrative monopoly in the market competition mechanism is not perfect and the root cause China long-term structural problems, to promote the smooth realization of Chinese supply side structural reform goal, we must start from the promotion of effective market competition and reduce the phenomenon of administrative monopoly, an important breakthrough point of the reform as the goal to realize smoothly. Therefore, we should take corresponding measures and measures to reduce the government's intervention in the market, promote the mixed ownership reform of state-owned enterprises and improve the laws and regulations related to monopoly.
